Minutes of a \u2018Zoom\u2019 Meeting of the Committee held at the Invitation of <\/b><\/span><\/p>\n Paul at 7.00pm on Monday 24<\/b><\/span>th<\/b><\/span><\/sup> May 2021<\/b><\/span><\/p>\n Present:<\/b><\/span> Ken Mantock (Chairman), <\/i>Jean Bird (Vice Chairman), Elaine Cooper, Jean-Daniel Kursner, John Soane (Built Environment Officer <\/i>and Paul Newsome (Minutes Secretary, <\/i><\/p>\n Apologies:<\/b><\/span> John Barker (President), <\/i>Sally McGrath (Membership<\/i> <\/b>Secretary) <\/i>Hilda Brownlow and Phil Stanley-Watts.<\/p>\n Minutes.<\/b><\/span> <\/b>The minutes for the meeting held on 26th<\/sup> April were agreed.<\/p>\n<\/li>\n<\/ol>\n \n 2. Matters Arising from the Minutes. <\/b><\/span>No matters arising.<\/p>\n Built Environment. <\/b><\/span><\/p>\n<\/li>\n<\/ol>\n Boscombe Area Town Development. <\/b>Raised at the Caroline Peach meeting and the Society will maintain a watching brief. Plans for The Arcade and Sovereign Centre expected soon.<\/p>\n<\/li>\n Transforming Lansdowne.<\/b> The Holdenhurst Road redevelopment was progressing well. Wider matters raised with Caroline Peach, we will maintain the watching brief.<\/p>\n<\/li>\n Local Plan Study Group.<\/b> The Echo reported on a recent meeting with emphasis on taller buildings and use of the Green Belt. The Society needed to be vigilant.<\/p>\n<\/li>\n The Regeneration of Bournemouth. <\/b>Raised with Caroline Peach, a watching brief continued to be needed.<\/p>\n<\/li>\n 5 Woodford Avenue.<\/b> Regrettably the plan has gone to appeal.<\/p>\n<\/li>\n Cleaner, Greener, Safer Bournemouth.<\/b> Still waiting for a reply from councillors.<\/p>\n<\/li>\n Upper Gardens Cycling and Walking Routes.<\/b> Improvements now underway<\/p>\n<\/li>\n Parks and Green Spaces.<\/b> The consultation on the Green Infrastructure Strategy was now in progress.<\/p>\n<\/li>\n Stour Valley Park and Hicks Farm. <\/b>John Soane would be commenting<\/p>\n<\/li>\n St Stephen\u2019s Church Hall.<\/b> <\/b>The use of the Hall to provide facilities for rough sleepers was noted. J-D and JS would check the proposals.<\/p>\n<\/li>\n Southbourne Crossroads Car Park.<\/b> <\/b>John Soane would investigate plans for flats here.<\/p>\n<\/li>\n 40 Evelyn Road.<\/b> <\/b>John Soane would check the revised plans for flats.<\/p>\n<\/li>\n Bobby\u2019s Department Store.<\/b> <\/b>The Society supported the move of Bobby\u2019s into the Debenhams building.<\/p>\n<\/li>\n Town Centre Shops.<\/b> <\/b>The Echo featured the evolution of the Town Centre.<\/p>\n<\/li>\n<\/ul>\n Heritage and Conservation.<\/b><\/span><\/p>\n<\/li>\n<\/ol>\n Throop Mill. <\/b>Negotiations were ongoing between BCP Council and the new owner concerning the retention of the original milling machinery.<\/p>\n<\/li>\n Blue Plaques. <\/b>Caroline Peach provided updated information. This was featured in a recent Echo article.<\/p>\n<\/li>\n VCs in Bourneouth and Dorset.<\/b> Rod Cooper liaising with Roger West with emphasis on the Indian Hospital in the Town Hall during WW1.<\/p>\n<\/li>\n Civic Design Award Scheme.<\/b> The concept, which was discussed with Caroline Peach, is being progressed.<\/p>\n<\/li>\n Palace Court Theatre.<\/b> The reopening as a theatre was welcomed.<\/p>\n<\/li>\n<\/ul>\n Planning. <\/b><\/span>See John Soane\u2019s written reports for March:<\/p>\n<\/li>\n<\/ol>\n The Lodge, 87a Southbourne Road. <\/b>The application to build a second small bungalow at the end of a narrow plot. The design was good but would amount to over-development and should be refused.<\/p>\n<\/li>\n 3 Stourwood Road. <\/b>A plan to build a three-storey block of nine flats to replace an existing blck of four flats. The Society considered that a reduced scale would be more appropriate and that it should be deferred for further discussion.<\/p>\n<\/li>\n 25 McKinley Road. <\/b>An application to build a small dwelling in the grounds of a recently enlarged Edwardian house. The Society think that the site should be changed to prevent disturbance to the adjoin public park and the application de1ferred for further discussion<\/p>\n<\/li>\n 65-67 Boscombe Overcliff Drive. <\/b>An application to add two storeys to a 1960\/70s block of flats to create eight extra residential units. The Society considers that this would exceed the acceptable population density for the area and should be refused.<\/p>\n<\/li>\n 17 Boscombe Overcliff Drive. <\/b>An application to replace an existing residence with a new larger dwelling. The style of the new building was traditional but because of its mass the Society considered that it should be deferred for further discussion.<\/p>\n<\/li>\n 612-616 Wimborne Road. <\/b>An application to add two storeys to an existing two-storey modernist building to create an additional four flats. The design and size were inappropriate for the area and it should be refused.<\/p>\n<\/li>\n 661-663 Christchurch Road. <\/b>An application to add two storeys to a three-storey commercial property. The Society considers this to be a grotesque example of irresponsible design and that it should be refused.<\/p>\n<\/li>\n 158-164 Hankinson Road. <\/b>An application to replace a 20th<\/sup> Century terrace of four shops with a three-storey block of flats in the Georgian style. The Society considers this would be over-bearing in an area of two storey buildings and notes that there would be inadequate parking on a dangerous corner plot and should be refused.<\/p>\n<\/li>\n 10 Suffolk Road. <\/b>An application to replace the existing Bournemouth Churches Housing Association Hostel with a three to six storey block of 38 small flats. The Society considers that the design should be altered to be more in keeping with neighbouring properties and the application differed for further discussion.<\/p>\n<\/li>\n 96 Lowther Road. <\/b>An application to build a two and a half storey block of nine flats on the site of an Arts and Crafts family home. The new building would be much larger than the original and for this reason, despite the suitability of the design the Society considered that it should be deferred for further discussion.<\/p>\n<\/li>\n<\/ul>\n 1 Lorne Park Road. <\/b>An application to demolish the existing three storey late 19th<\/sup> Century mansion block to build a four\/five storey block of 17 small flats in the modernist style. The Society considers the size and design were inappropriat3e for the site and that the application should be refused.<\/p>\n<\/li>\n<\/ul>\n Planning Board Observations (Chairman David Kelsey)<\/b><\/span><\/p>\n<\/li>\n<\/ol>\n Richmond Gardens Car Park. <\/b>The plan for 211 flats was approved.<\/p>\n<\/li>\n<\/ul>\n\n
