Minutes of a \u2018Zoom\u2019 Meeting of the Committee held at the Invitation of <\/strong><\/p>\n

Present:<\/strong> Ken Mantock (Chairman), <\/em>Jean Bird (Vice Chairman), Elaine Cooper, Jean-Daniel Kursner, John Soane (Built Environment Officer, <\/em>and Paul Newsome (Minutes <\/em><\/p>\n

Secretary, <\/em><\/p>\n

\u00a0Apologies:<\/strong> John Barker (President), <\/em>Sally McGrath (Membership<\/em> Secretary<\/em>), James Weir (Heritage and Conservation Officer),<\/em> Hilda Brownlow, Beryl Parker and Phil Stanley-Watts.<\/p>\n

Commiserations.\u00a0 <\/strong>On behalf of the committee Ken expressed their sadness at news of the death of Jack Brownlow and said he would write to Hilda on their behalf. Jack had been a member for many years, served on the Committee and was an active supporter who attended many of the visits and events we organised. We will miss him and hold Hilda and the family in our thoughts.<\/p>\n

  1. The minutes for the meeting held on 28th<\/sup> September were agreed.<\/li>\n<\/ol>\n

    1. Matters Arising from the Minutes:<\/strong><\/li>\n<\/ol>\n
        \n
      • BCP Council.\u00a0 <\/strong>The Committee noted that the control of the Council now rested with the\u00a0 Conservative Group who had replaced the Unity Alliance.<\/li>\n<\/ul>\n

         <\/p>\n

          \n
        1. Built Environment. <\/strong><\/li>\n<\/ol>\n
            \n
          • Boscombe & Pokesdown Neighbourhood Plan.<\/strong> Ken and John S and Elaine were generally happy with the proposals.\u00a0 Cllr Jane Kelly had spoken with Elaine.<\/li>\n
          • Viking Court, 47 Southbourne Overcliff Drive.<\/strong> A change in the notification process had been approved by BCP Council which would mean that residents would be informed by letter of planning applications like this one. However a review of the delegated decision making scheme still needed review in our opinion. This would be \u00a0\u00a0raised with Caroline Peach on 6th<\/sup><\/li>\n
          • Friends of Riverside.<\/strong> The Friends had written to the new Leader of the Council to express their concerns with plans for the Green Belt and Holdenhurst Village. We had featured this issue in our recent Newsletter.<\/li>\n
          • Grand Cinema. <\/strong>This was now to be converted into a gym –<\/li>\n
          • 32 Cleveland Road. <\/strong>John S would comment on the proposals and support local views that the Spicee Coffee sign should be retained.<\/li>\n
          • Green Flags.<\/strong> Congratulations to Bournemouth on the award of 23 Green Flags.<\/li>\n<\/ul>\n

            1. Heritage and Conservation.<\/strong><\/li>\n<\/ol>\n
                \n
              • Throop Mill. <\/strong>No news.<\/li>\n
              • Hicks Farm.<\/strong> The SANG proposal had been rejected by the Planning Committee<\/li>\n
              • ABC Cinema. <\/strong>There were new plans for a mixed use\u00a0 scheme \u2013 see next section.<\/li>\n
              • Victorian Tram Shelter, Iddesleigh Road. <\/strong>The Victorian shelter was under threat of removal. Cllr Nigel Hedges had sought our views. Ken had emailed Alwyn to seek information on its history and would get back to Cllr Hedges but it was agreed that it would be a retrograde step if the shelter was removed.<\/li>\n<\/ul>\n

                  • Hilton Hotel.\u00a0 <\/strong>The application to create a penthouse containing two flats on the 13th<\/sup> Floor fulfilled the Council\u2019s townscape policy and should be approved.<\/li>\n
                  • 24-26 Studland Road.\u00a0 <\/strong>The application to build two three and a half storey blocks for 7 flats replacing two much smaller properties of no architectural significance respected the townscape policies and should be allowed.<\/li>\n
                  • 222-24 Columbia Road.\u00a0 <\/strong>The application to build two two and a half storey blocks for 16 flats on the corner of Columbia Road and Beswick Road. The blocks were not stylistically compatible with neighbouring properties and this should be deferred for further consideration.<\/li>\n
                  • 8-10 Knyveton Road.\u00a0 <\/strong>An application by BCP Council to build a modernist block with 24 flats for elderly persons failed to comply with the conservation policies of the Bournemouth Local Plan and should be deferred for further discussion.<\/li>\n
                  • 609-615 Wimborne Road.\u00a0 <\/strong>An application to build a three storey modern block of 7 flats and a small detached house on a former industrial\/commercial site adjacent to Winton Police Station.\u00a0 The plans for the block are very austere and too large for the site and fails to abide by the townscape policy and should be deferred for further consideration.<\/li>\n
                  • 966-968 Castle Lane East.\u00a0 <\/strong>The plan to convert two shops built within an existing block of flats into two additional flats should be allowed.<\/li>\n
                  • 40 Evelyn Road.\u00a0 <\/strong>The proposal to replace a small suburban house with a two and a half storey block of 6 flats was complementary to surrounding properties but it failed to meet the requirements of the Bournemouth Local Plan and should be refused.<\/li>\n<\/ul>\n

                    \u00a0<\/strong><\/p>\n

                    At this point the Zoom meeting ended as we had used the 40 minutes free time but the following issues had been noted by the Chairman:<\/p>\n

                    1. Planning Board Observations: <\/strong>No observations received<\/li>\n<\/ol>\n

                      1. \u00a0\u00a0Communications Timetable. \u00a0<\/strong>The newsletter had been distributed and positive feedback on it received by Beryl.<\/li>\n<\/ol>\n

                         <\/p>\n

                        1. Civic Voice. <\/strong>Civic Voice was pursuing its action on the national planning changes and doing a good job to highlight absurdities and threats to towns and cities.<\/li>\n<\/ol>\n

                          \u00a0<\/strong><\/p>\n

                          1. Membership Officer\u2019s Report.\u00a0 <\/strong>No report<\/li>\n
                          2. \u00a0Webmaster\u2019s Report.<\/strong>\u00a0 All good and up to date, all enquiries being followed up.<\/li>\n<\/ol>\n

                              • Current Account. \u00a3<\/strong>35,790.84 (no change from September).<\/li>\n
                              • Keith Barnes Estate.<\/strong> Awaiting news from the solicitors.<\/li>\n<\/ul>\n

                                1. Caroline Peach Meeting. <\/strong>The meeting was now scheduled for 10am on Friday 6th<\/sup>\u00a0 Caroline would send the Zoom link to members attending.<\/li>\n<\/ol>\n

                                    • The Bungalow site, 17 Foxholes Road. <\/strong>The plans for redevelopment had been rejected by the Council and local residents had written to us thanking us for our support.<\/li>\n<\/ul>\n
