OBSERVATIONS ON THE DRAFT BCP PLAN\u00a0 BY BOURNEMOUTH CIVIC SOCIETY
\nThe Society welcomes and generally cannot find fault with the general aims of the plan; especially in respect to seeking the widest possible consensus on planning policies which\u00a0 guarantee that sustainable development must be a balance between the particular needs of the local population and the need to protect \u00a0the unique\u00a0 natural and man-made landscapes and townscapes of Bournemouth, Christchurch and Poole.<\/p>\n
With\u00a0 regard to the more specific aims of the plan; we certainly accept that a more sustainable environment in which both working and recreational facilities are enhanced, is an essential adjunct\u00a0 to the creation of a dynamic momentum in the form of new business and retail opportunities and the better provision of social and hospitality services for inhabitants and visitors alike.\u00a0 Certainly the Society accepts that in this way, the viability of good working and leisure opportunities within attractive urban spaces would be a major enhancement\u00a0 for first class sporting, educational and cultural\u00a0 facilities in the three towns.<\/p>\n
However we think that all the foregoing is dependent\u00a0 on what the new local plan calls Connected\u00a0 Communities – \u00a0in which the personal,\u00a0 communal and visual satisfaction of the inhabitants within a particular street or neighbourhood must be preserved and maintained.\u00a0 In this respect we applaud the desire of the new council to ensure \u00a0the preservation of the high quality and visual identity of well established, historic, residential quarters . But we think also \u00a0that a more precise set of\u00a0 policies\u00a0 relating to evolved and more recent planning conventions and design characteristics that now operate in different parts of the conurbation must be strengthened\u00a0 and enhanced.<\/p>\n
Thus the \u00a0Society\u00a0 is in favour of distinct policies \u00a0that reflect local characteristics, especially in Conservation\u00a0 Areas \u00a0ie. what is appropriate and ought to be welcome in say \u00a0Throop and Holdenhurst will not be appropriate in Old Christchurch Road and the Town Centre.<\/p>\n
We also believe, that having seen the operation of the current three location based Planning Committee and considered its inconvenience to interested residents in term of location and time of meeting (1.30pm at Christchurch, Poole or Bournemouth), that the agenda of meetings should be arranged so that plans only for the area in which the meetings are held are considered.<\/p>\n
It would also be advantageous if the strategic planning deliberations that used to be taken by the Bournemouth Planning Policy Steering Group (that included key councillors and non elected members including representatives of this Society, the Housing Forum and Friends of the Earth and where decisions where then reported \u00a0to and discussed\/agreed \u00a0by Cabinet and Council) could be reinstated across the new BCP Council area drawing in interested parties from all three former Council areas.<\/p>\n
The Society has concluded that the upholding of established planning conventions and newer planning characteristics policies within areas of the BCP is far too important to be left to the valiant efforts of the Case Officers who are often the only effective source of enforcement of\u00a0 essential planning regulations.\u00a0 Therefore we feel strongly that these matters deserve much deeper and broader support\u00a0 by means of specific policies outlined in the new BCP Plan.\u00a0 Only then can a more integrated balance between built upon and un built upon space in the conurbation ensure a stable and enhancing background for the multifarious activities of this exceptional area.<\/p>\n

Dear Sir\/Madam,<\/p>\n
We are taking the first step in preparing a new Local Plan covering Bournemouth, Christchurch and Poole, that will provide the framework of policies and site allocations that will guide development over the next 20 years. The Plan will aim to meet identified needs for new homes, jobs and other supporting services and infrastructure, within an area that is significantly constrained by the coast; internationally designated environments, particularly heathland; Green Belt and areas at present and future risk of flooding.<\/p>\n
If it is to be effective, the new Plan will need to engage with a wide range of local people, businesses and community groups to obtain the widest possible agreement on the development of planning policies and the allocation of sites to meet future identified development needs. The resulting Plan will need to ensure that the sustainable development of the area can be achieved in a way that maintains and improves the health and well-being of local people and carefully balances the need for new homes, employment opportunities and other supporting development, with the protection of important heathland, harbour and coastal habitats, green spaces and unique heritage assets.<\/p>\n
We are working on identifying key priorities through a new Corporate Strategy. The proposed key priorities set out in the revised draft Corporate Strategy are:<\/p>\n

The new BCP Council Local Plan will be a key strategic document in supporting the delivery of the area\u2019s key priorities. An important starting point for the new Plan is the identification of the issues that it will need to address. We would like you to be involved in identifying the most important issues for the area and would welcome your views on what you consider these to be. A number of suggested issues, broadly aligned at this stage to the emerging key priorities of the revised draft Corporate Plan, are listed below. Whilst the emerging key priorities are draft at this stage, they are a useful guide to help identify key issues the Local Plan may need to address. The later stages of the Local Plan will be taken forward in accordance with the final Corporate Strategy once it is adopted.<\/p>\n

Call for Sites<\/p>\n
This initial stage of the Local Plan process provides the opportunity to gather information about land availability. Anyone who wishes to promote a site or parcel of land for a particular use or development is invited to submit details of this land for assessment and consideration for potential allocation. Potential uses could include housing, employment, retail, leisure and community uses.<\/p>\n
If you are a landowner who wishes to promote your land for a particular use (or uses), please email us at bcplocalplan@bcpcouncil.gov.uk quoting \u2018BCP Local Plan – Call for Sites\u2019 in the subject box including:<\/p>\n
\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 a map showing the extent of the land you are promoting;
\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 an indication of when it will be available i.e. within the next 5, 10 or 15 years; and

If you have previously responded to a \u2018Call for Sites\u2019 as part of the initial stage of the Bournemouth or Christchurch Local Plan reviews, your submission will be taken forward and considered as part of the new BCP Council Local Plan process. However, if you wish to submit additional sites for consideration, or reaffirm the availability of a previously submitted site, we would welcome a response by Monday 18th November 2019, so that the development potential of any submitted sites can be assessed in the early stages of Local Plan preparation. However, this does not preclude the submission of further potential development sites for consideration beyond this date.<\/p>\n
Statement of Community Involvement (SCI)<\/p>\n
An SCI sets out how a local planning authority will engage with individuals, local communities and other stakeholders on a range of planning matters, such as:<\/p>\n
\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Preparation of a Local Development Plan and other planning documents.
\n\u00b7\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Determination of planning applications.<\/p>\n
The draft SCI proposes to allow a flexible approach to publicising planning applications, either by site notices or letters (or both) depending upon the site circumstances and scale of development.
\nA new draft BCP Council Statement of Community Involvement (SCI) was approved by Cabinet on 11 September 2019 to be published for public consultation.<\/p>\n
We welcome comments on the contents of the draft BCP Council SCI (see item 30).<\/p>\n
