Minutes of a Meeting of the Committee held at 18 Sandbourne Road<\/strong><\/p>\n

at 2.00pm on Monday 29th<\/sup> July 2019<\/strong><\/p>\n

Present:<\/strong> John Barker (President<\/em>), Ken Mantock (Chairman), <\/em>Jean Bird (Vice Chairman), Sally McGrath (Membership<\/em> Secretary<\/em>), Beryl Parker (Social Secretary), <\/em>John Soane (Built <\/em><\/p>\n

  1. Apologies:<\/strong> Hilda Brownlow, Elaine Cooper and James Weir (Heritage and Conservation Officer). <\/em><\/li>\n<\/ol>\n

    1. \u00a0 <\/strong>The minutes for the meeting held on 24th<\/sup> June were agreed.<\/li>\n<\/ol>\n

       <\/p>\n

      1. Potential new Committee Member. <\/strong>Phil Stanley-Watts was welcomed to the meeting and expressed a wish to join Committee having been a member and supporter of the Civic Society some years ago before his time on the Council. Phil had been a Boscombe Councillor and served on the Planning Committee for many years so was well experienced. It was agreed that once Phil had rejoined the Society he would attend a couple of monthly meetings and if all proved well he could be co-opted to the Committee.<\/li>\n<\/ol>\n

        1. Matters Arising from the Minutes:<\/strong><\/li>\n<\/ol>\n
            \n
          • Membership and Raising the Profile of the Society. <\/strong>Completion of the Civic Voice<\/li>\n<\/ul>\n

            \u2018toolkit\u2019 to be done at a future committee meeting<\/p>\n

              \n
            • Bournemouth University Graduate History Project.<\/strong>\u00a0 The legacy work needed to be<\/li>\n<\/ul>\n

              put on the website \u2013 it was now ready for review (John B volunteered to do this) then up on website and use at exhibitions and wider distribution.<\/p>\n

              • The Society\u2019s 50th<\/sup> Anniversary in 2022.\u00a0 <\/strong>The sub-committee (Ken, Beryl, Elaine,<\/li>\n<\/ul>\n

                Hilda, Jean and John S) needed to arrange a meeting to discuss ideas.<\/p>\n

                  \n
                • BCP Council.\u00a0 <\/strong>Ken had a useful meeting with Cllr Mark Howell, Portfolio Holder for Regeneration on 8th<\/sup> July.<\/li>\n
                • 1920s Postcards.\u00a0 <\/strong>The postcards had now arrived from Brisbane, they need to be digitalised and uploaded to the website and then passed to Bournemouth Libraries for retention pending the establishment of a Bournemouth Museum. The Echo would be kept informed as this was an interesting \u201cgood news story\u201d.<\/li>\n<\/ul>\n

                  1. The Planning Policy Steering Group: <\/strong>The status and continuation of the<\/li>\n<\/ol>\n

                    \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>Group following the local government reorganisation remained uncertain.<\/p>\n

                    1. Built Environment. <\/strong><\/li>\n<\/ol>\n

                      • Wessex Fields.<\/strong> No news regarding the judicial review by Friends of Riverside but the Royal Bournemouth Hospital would be submitting major redevelopment plans for their own site.<\/li>\n
                      • Surfing Lagoon. <\/strong>No news \u2013 the mystery continued!<\/li>\n
                      • \u2018Save Southbourne\u2019s Green Spaces\u2019 <\/strong>A meeting was held on 25th<\/sup> June to discuss<\/li>\n<\/ul>\n

                        Ongoing heritage, conservation and redevelopment issues.<\/p>\n

                          \n
                        • Throop and Holdenhurst Parish Council. <\/strong>Consultation on the proposals was on going.<\/li>\n
                        • IMAX Site. <\/strong>The crazy golf facility was due to open on 30th<\/sup> July<\/li>\n
                        • Pokesdown Station. <\/strong>The installation of lifts was now scheduled for 2020.<\/li>\n<\/ul>\n

                          1. Heritage and Conservation.<\/strong><\/li>\n<\/ol>\n
                              \n
                            • Regent Cinema. <\/strong>There had been features in the Echo inspired by \u2018Urban Explorers\u2019 who were impressed with the original features remaining in the<\/li>\n<\/ul>\n

                              buildings.\u00a0 The future would be considered by BCP Council shortly when the Libra plan would be discussed.<\/p>\n

                              • Hicks Farm. <\/strong>News still awaited but hopefully a more sensitive scheme would be brought forward.<\/li>\n<\/ul>\n

                                  • 2 Cellars Farm Road. <\/strong>A plan for 9 flats \u2013 should be deferred pending<\/li>\n<\/ul>\n

                                    Improvements in the design.<\/p>\n

                                    • 56 Keith Road. <\/strong>A proposal to build a family home \u2013 it was a poor design and<\/li>\n<\/ul>\n

                                      too big for the site and should be refused.<\/p>\n

                                        \n
                                      • 13-15 Seafield Road. <\/strong>The plans for houses and bungalows were unsatisfactory<\/li>\n<\/ul>\n

                                        and this should be deferred pending improvements to the design and street frontages.<\/p>\n

                                          \n
                                        • 39-39a Queens Park Avenue. <\/strong>Plans for 6 flats \u2013 should be deferred pending an<\/li>\n<\/ul>\n

                                          improved scheme as current scheme mismatched in design.<\/p>\n

                                            \n
                                          • 15 & 17 West Cliff Road. <\/strong>Plans to replace the Kingsley Hotel with 27 flats and the Chequers Hotel with 24 flats should be deferred pending the submission of<\/li>\n<\/ul>\n

                                            improved designs but the principal of the loss of these hotels was accepted.<\/p>\n

                                              \n
                                            • 39 Wycliff Road. <\/strong>The plan for an infill bungalow should be refused as out of character and overdevelopment.<\/li>\n
                                            • 8 Carbery Avenue. <\/strong>The plan to replace the existing house with 4 flats should be refused as out of character and of poor design.<\/li>\n
                                            • Belgravia Hotel, Christchurch Road. <\/strong>No news on latest plans or appeal<\/li>\n
                                            • Royal Bournemouth Hospital. <\/strong>JS would review the plans for the next meeting.<\/li>\n<\/ul>\n

                                              1. Planning Board Observations.\u00a0 <\/strong>The meeting on 27th<\/sup> June was not attended, Sally<\/li>\n<\/ol>\n

                                                \u00a0\u00a0 <\/strong>attended the meeting on 11th<\/sup> July:<\/p>\n

                                                • 58 Charminster Avenue. <\/strong>The plan to convert the building to 5 flats was approved<\/li>\n
                                                • 20 Upton Way. <\/strong>Improved parking for 6 flats was approved.<\/li>\n
                                                • Oaks Garden Centre, Queen Anne Drive. <\/strong>A request for a temporary washing<\/li>\n<\/ul>\n

                                                  and drying facility was refused.<\/p>\n

                                                  • Oaks House, Quay Road, Christchurch. <\/strong>The application was withdrawn.<\/li>\n
                                                  • Future Meetings. <\/strong>Jean would arrange for representation at the meetings on 5th<\/sup> August and 8th<\/sup><\/li>\n<\/ul>\n

                                                            Poole had greatly increased the workload of the judges who were currently at work<\/p>\n

                                                                        • Russell Cotes Museum.\u00a0 <\/strong>Details of forthcoming events and exhibitions \u00a0had been received and circulated.<\/li>\n
                                                                        • Whites Farm. <\/strong>Plans for the former farm would be checked by John S.<\/li>\n<\/ul>\n

                                                                          \u00a0\u00a0 Next Meetings <\/strong>\u2013 Mondays 23rd<\/sup> September<\/u> at St Peter\u2019s Church (to be confirmed) and 28th<\/sup> October <\/u>at 18 Sandbourne Road. No meeting in August.<\/u><\/p>\n
