Minutes of a Meeting of the Committee held at 18 Sandbourne Road<\/strong><\/p>\n

at 2.00pm on Monday 24th<\/sup> June 2019<\/strong><\/p>\n

 <\/p>\n

Present:<\/strong> John Barker (President<\/em>), Jean Bird (Vice Chairman), Hilda Brownlow, Sally McGrath (Membership<\/em> Secretary<\/em>), Beryl Parker (Social Secretary), <\/em>John Soane (Built <\/em><\/p>\n

  1. Apologies:<\/strong> Ken Mantock (Chairman) <\/em>Elaine Cooper, Peter Lucas, and James Weir (Heritage and Conservation Officer). <\/em><\/li>\n<\/ol>\n

    1. \u00a0 <\/strong>The minutes for the meeting held on 20th<\/sup> May were agreed.<\/li>\n<\/ol>\n

       <\/p>\n

      1. Matters Arising from the Minutes:<\/strong><\/li>\n<\/ol>\n
          \n
        • Membership and Raising the Profile of the Society. <\/strong>Ken has informed Kate White that her proposal was deferred.\u00a0 The Society had received the Civic Voice \u2018toolkit\u2019 \u2013<\/li>\n<\/ul>\n

          completion of the forms and review were required in the near future by the Committee.<\/p>\n

            \n
          • Bournemouth University Graduate History Project.<\/strong>\u00a0 Ken and Elaine attended a presentation on 28th<\/sup> May and received a memory stick with the results and booklets.<\/li>\n<\/ul>\n

            These needed to be reviewed prior to 50th<\/sup> Anniversary. Thanks had been made to the Graduates for their work.<\/p>\n

              \n
            • The Society\u2019s 50th<\/sup> Anniversary in 2022.\u00a0 <\/strong>The sub-committee (Ken, Beryl, Elaine,<\/li>\n<\/ul>\n

              Hilda, Jean and John S) needed to arrange a meeting to discuss ideas.<\/p>\n

                \n
              • BCP Council.\u00a0 <\/strong>Ken had sent copies of the Society\u2019s latest newsletter to all councillors and was arranging a meeting with the new Cabinet Member for Regeneration.\u00a0 The new Planning Committee Chairman was Simon Bull and John Soane had made contact with him.<\/li>\n
              • 1920s Postcards.\u00a0 <\/strong>The postcards had not yet arrived<\/li>\n<\/ul>\n

                1. The Planning Policy Steering Group: <\/strong>The status and continuation of the<\/li>\n<\/ol>\n

                  \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>Group following the local government reorganisation remained uncertain.<\/p>\n

                   <\/p>\n

                  1. Built Environment. <\/strong><\/li>\n<\/ol>\n
                      \n
                    • Wesex Fields.<\/strong> The Society had supported the Friends of Riverside request for a<\/li>\n<\/ul>\n

                      judicial review of the planning approval.<\/p>\n

                        \n
                      • Surfing Lagoon. <\/strong>The location of the lagoon remained unknown.<\/li>\n
                      • Purple Flag. <\/strong>The draft 2019 submission had been received with comments needed<\/li>\n<\/ul>\n

                        ASAP<\/p>\n

                        1. Heritage and Conservation.<\/strong><\/li>\n<\/ol>\n
                            \n
                          • Regent Cinema. <\/strong>James had queried the absence of the Society\u2019s objections on<\/li>\n<\/ul>\n

                            the Council website \u2013 Ken had sent them to all new Planning Board members.<\/p>\n

                            • Hicks Farm. <\/strong>News still awaited<\/li>\n<\/ul>\n

                              1. Planning.\u00a0 <\/strong>See John Soane\u2019s report:<\/li>\n<\/ol>\n
                                  \n
                                • Former Odeon Cinema, Westover Road. <\/strong>The proposal to restore the original fa\u00e7ade was the only good point in the latest plans which should be refused as<\/li>\n<\/ul>\n

                                  they failed to meet the townscape policies of the Bournemouth Local Plan. James\u2019s comments had already been submitted to the Council.<\/p>\n

                                    \n
                                  • 14-20A Belle Vue Road. <\/strong>The Society supported the principle of additional sheltered housing but the proposed building was even worse than the previous suggestion and should be refused for failing to meet Bournemouth\u2019s townscape<\/li>\n<\/ul>\n

                                    policies.<\/p>\n

                                      \n
                                    • 295-297 Castle Lane West. <\/strong>The Society was generally happy with the general characteristics of the plan to build 10 flats but Block \u2018B\u2019 was too big.\u00a0 The plan<\/li>\n<\/ul>\n

                                      should be deferred for further consultations and improvement.<\/p>\n

                                        \n
                                      • 11-13 West Cliff Road (Wessex Hotel). <\/strong>\u00a0The proposal to add Mansard roofs and additional flats to the two residential blocks were an improvement and<\/li>\n<\/ul>\n

                                        should be allowed<\/p>\n

                                          \n
                                        • Landscaping of the Winter Gardens Site. <\/strong>The Society was concerned about the plan to reduce the number of trees along Cranborne Road and felt that the<\/li>\n<\/ul>\n

                                          plan should be deferred pending further discussion and improvement .<\/p>\n

                                            \n
                                          • Cabbage Patch Car Park. <\/strong>This plan for 11 local authority flats failed to comply with Bournemouth townscape policies and should be deferred for further<\/li>\n<\/ul>\n

                                            Discussion and improvement.<\/p>\n

                                              \n
                                            • 13 Durley Road South. <\/strong>This was a crass and insensitive design for 25 flats and six holiday flats which would seriously degrade the existing well-balanced townscape of the road.\u00a0 The plan should be rejected<\/li>\n<\/ul>\n

                                               <\/p>\n

                                                \n
                                              1. Planning Board Observations.\u00a0 <\/strong>John S attended the inaugural meeting which was<\/li>\n<\/ol>\n

                                                purely procedural.\u00a0 Jean would determine the venues for future meetings and ensure that<\/p>\n

                                                they were attended by Civic Society observers.<\/p>\n

                                                1. \u00a0\u00a0Communications Timetable. \u00a0<\/strong>Material for summer newsletter required asap<\/li>\n<\/ol>\n

                                                  1. Civic Voice. <\/strong>The newsletters had been circulated. Ken has completed the on-line<\/li>\n<\/ol>\n

                                                    survey on 3rd<\/sup> June recording what we want from Planning Departments.\u00a0 Insurance<\/p>\n

                                                    had been renewed and the certificate received.<\/p>\n

                                                    \u00a0<\/strong><\/p>\n

                                                    1. Bournemouth 2026 <\/strong>No news<\/li>\n<\/ol>\n

                                                      \u00a0<\/strong><\/p>\n

                                                      1. Bournemouth-in-Bloom. <\/strong>The Competition was now closed with more entries<\/li>\n<\/ol>\n

                                                        than before, judging would be in July, complicated by the recent deaths of three of<\/p>\n

                                                        the regular judges.\u00a0 Hanging baskets (with plants purchased from the Kings Park<\/p>\n

                                                        Nurseries) were either in place or would be soon,<\/p>\n

                                                        \u00a0<\/strong><\/p>\n

                                                        1. Activities Officer.\u00a0 <\/strong>The Autumn programme, including the Christmas lunch was<\/li>\n<\/ol>\n

                                                          \u00a0\u00a0 <\/strong>being prepared and would be sent out with the Summer Newsletter<\/p>\n

                                                          1. Membership Officer\u2019s Report. <\/strong>Two deaths.\u00a0 Ken had current lists and was arranging for them to be computerised.<\/li>\n<\/ol>\n

                                                            1. Webmaster\u2019s Report.<\/strong> All up to date.\u00a0 Beryl asked that details of social events,<\/li>\n<\/ol>\n

                                                              including the talk and sandwich at the Hilton Firs Hotel be included.<\/p>\n

                                                              1. Treasurer\u2019s Report: <\/strong>Current account balance was \u00a336,870.78<\/li>\n<\/ol>\n

                                                                 <\/p>\n

                                                                \u00a0 <\/strong>17\u00a0 \u00a0\u00a0<\/strong>Meeting with Caroline Peach.\u00a0 <\/strong>Jean and Hilda met Caroline on 14th<\/sup> June<\/p>\n

                                                                • 14-20A Bellevue Road. <\/strong>2 Members of Southbourne Heritage attended as guests<\/li>\n<\/ul>\n

                                                                  and spent the time expressing their objections to the plan.<\/p>\n

                                                                  • BCP Plan. <\/strong>The local plan would be amended as the number of new homes being<\/li>\n<\/ul>\n

                                                                    built failed to meet Government targets.\u00a0 This would be rectified by 2024.<\/p>\n

                                                                    • New BCP Planning Committee. <\/strong>Jill Hollyoake would publish agendas and venues each month with the Committee alternating between Bournemouth. Christchurch and Poole. \u00a0Bournemouth\u2019s \u2018HMS Phoebe Room\u2019 was apparently the smallest!<\/li>\n
                                                                    • Wessex Fields. <\/strong>There was no certain outcome<\/li>\n
                                                                    • Winter Gardens Landscaping. <\/strong>There would be a meeting on 16th<\/sup> July<\/li>\n
                                                                    • The latest plan included even more flats \u2013 the car park was<\/li>\n<\/ul>\n

                                                                      \u2018unofficial\u2019 and enforcement action was needed.<\/p>\n

                                                                      • There had been no progress.\u00a0 The existing building was in a very<\/li>\n<\/ul>\n

                                                                        poor state of repair<\/p>\n

                                                                        • Westover Cinemas. <\/strong>Final decision was close.<\/li>\n<\/ul>\n

                                                                          • John Roberts Legacy. <\/strong>John Roberts (now 73) had included a legacy to the Society in his will.<\/li>\n<\/ul>\n
