Minutes of a Meeting of the Committee held at 18 Sandbourne Road<\/strong><\/p>\n

at 2.00pm on Monday 20th<\/sup> May 2019<\/strong><\/p>\n

 <\/p>\n

Present:<\/strong> John Barker (President<\/em>), Ken Mantock (Chairman<\/em>), Jean Bird (Vice Chairman), Hilda Brownlow, \u00a0Elaine Cooper, Beryl Parker (Social Secretary), <\/em>John Soane (Built <\/em>Environment Officer <\/em>and Paul Newsome (Minutes Secretary)<\/em><\/p>\n

  1. Apologies:<\/strong> Peter Lucas, Sally McGrath (Membership<\/em> Secretary<\/em>), and James Weir (Heritage and Conservation Officer). <\/em>Ken informed the meeting that Sally was a patient in the intensive care ward at Southampton Hospital.<\/li>\n<\/ol>\n

     <\/p>\n

    1. \u00a0 <\/strong>The minutes for the meeting held on 29th<\/sup> April were agreed.<\/li>\n<\/ol>\n

       <\/p>\n

      1. Matters Arising from the Minutes:<\/strong><\/li>\n<\/ol>\n
          \n
        • Membership and Raising the Profile of the Society.\u00a0 <\/strong>A report and recommendation by Kate White, who attended the committee meeting in March, was considered.\u00a0 It was agreed that a decision should be deferred pending consideration of the Civic Society \u2018Toolbox\u2019 discussed at the AGM by Ian Harvey and whilst membership records were uncertain due to the absence of the Membership Secretary.<\/li>\n
        • Bournemouth University Graduate History Project.<\/strong>\u00a0 The History Graduates would be presenting their results at a ceremony at the University on 28th<\/sup> May which Ken and Elaine were attending. Once the format of the material was known and received plans could be made for its further sharing and display.<\/li>\n<\/ul>\n

           <\/p>\n

            \n
          • The Society\u2019s 50th<\/sup> Anniversary in 2022.\u00a0 <\/strong>It was agreed that a sub-committee (Ken,<\/li>\n<\/ul>\n

            Beryl, Elaine, Hilda, Jean and John S) would meet to make proposals for this Anniversary.<\/p>\n

              \n
            • BCP Council.\u00a0 <\/strong>The Council would be meeting on 21st<\/sup> May to elect the Chairman and Leader.\u00a0 Cabinet members would then be appointed and membership of Committees agreed. Once names and contact details were known Ken would send out copies of the most recent Newsletter to all Councillors and the Monthly Planning Digest plus James\u2019s comments on the Odeon plans to Planning Committee members.<\/li>\n<\/ul>\n

              1. The Planning Policy Steering Group: <\/strong>The status and continuation of the<\/li>\n<\/ol>\n

                \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>Group following the local government reorganisation was unclear but enquiries had<\/p>\n

                been made of Caroline Peach as to if a successor conurbation wide group would be<\/p>\n

                created.<\/p>\n

                1. Built Environment. <\/strong><\/li>\n<\/ol>\n
                    \n
                  • Winter Gardens Landscaping and Public Spaces. <\/strong>The proposed landscaping and Public spaces scheme was welcomed. John S would review in next months Digest.<\/li>\n
                  • Wesex Fields.<\/strong> The Friends of Riverside were seeking a judicial review of the decision. In the meanwhile construction works for the access road was being progressed.<\/li>\n
                  • Demolitions Prior Approvals.<\/strong> The Cllr Andy Jones petition on the need for planning permission for the demolition of non-listed assets was progressing and Civic Voice had been made aware of its existence.<\/li>\n
                  • Surfing Lagoon. <\/strong>Echo news reports suggested that a new inland \u00a335m surf and leisure park was being promoted but it\u2019s whereabouts in Bournemouth or the wider conurbation had not been revealed yet.<\/li>\n<\/ul>\n
                      \n
                    • Wessex Hotel.<\/strong>\u00a0 Proposals to add an extra floor and mansard roof were being suggested. John S would review and include in the next Digest.<\/li>\n
                    • Purple Flag. <\/strong>There was a meeting on 7th<\/sup> June for the launch of the Community Alcohol Partnership.<\/li>\n
                    • Bournemouth University.\u00a0 <\/strong>There would be a presentation on 12th<\/sup> June outlining the University\u2019s plans for further building.<\/li>\n<\/ul>\n

                      1. Heritage and Conservation.<\/strong><\/li>\n<\/ol>\n
                          \n
                        • Regent Cinema. <\/strong>New, but similar, plans submitted.\u00a0 James has submitted the<\/li>\n<\/ul>\n

                          Society\u2019s objections<\/p>\n

                          • Hicks Farm. <\/strong>News awaited, new Council may have different priorities than the previous one and scale back or revise the proposals.<\/li>\n<\/ul>\n

                            \u00a0<\/strong><\/p>\n

                            1. Planning.\u00a0 <\/strong>See John Soane\u2019s report:<\/li>\n<\/ol>\n

                              • 47 St Swithun\u2019s Road. <\/strong>Plan for a rear extension to provide studio flats was<\/li>\n<\/ul>\n

                                • 25 Norwich Road. <\/strong>Plans for 4 flats and 3 commercial units should be approved<\/li>\n
                                • 250-252 Charminster Road. <\/strong>Plan for rear extension an 7 flats should be<\/li>\n<\/ul>\n

                                  • 61 Wycliffe Road. <\/strong>Proposed bungalow should not be allowed<\/li>\n
                                  • 5 Southbourne Coast Road. <\/strong>The proposed roof extension and bungalow should<\/li>\n<\/ul>\n

                                    be deferred.<\/p>\n

                                    • 13 Lowther Road. <\/strong>The two storey rear extension should be refused<\/li>\n<\/ul>\n

                                                  1. Activities Officer.\u00a0 <\/strong>The Autumn programme was being prepared and would be<\/li>\n<\/ol>\n

                                                    sent out with the Summer Newsletter<\/p>\n

                                                    1. Membership Officer\u2019s Report. <\/strong>No report.\u00a0 Efforts were being made to access<\/li>\n<\/ol>\n

                                                      the records held by Sally, Beryl had an incomplete version, Ken was liaising with<\/p>\n

                                                      the relevant parties. And left a card on behalf of the Society for Sally at the hospital<\/p>\n

                                                      on Saturday .\u00a0 Beryl reported the death of Winnie Thomas who had been a long<\/p>\n

                                                      term and very active member and also a stalwart of the Westbourne and<\/p>\n

                                                      Bournemouth In Bloom Committees.<\/p>\n

                                                      1. Webmaster\u2019s Report.<\/strong> All up to date and enquiries received through web have<\/li>\n<\/ol>\n

                                                          on 14th<\/sup> June \u2013 items for the agenda should be passed to Jean by 31st<\/sup> May<\/p>\n

                                                          • NCS Summer Project. <\/strong>It was decided that there would not be a summer project in 2019 due to other commitments<\/li>\n
                                                          • 1920\u2019s Postcards.<\/strong> A donation of 30 postcards of Bournemouth in the 1920\u2019s from a a former Archbishop from Brisbane had been welcomed and would be viewed with interest when they arrived.<\/li>\n
                                                          • Minerals and Waste Plan. <\/strong>Comments on the County-wide Mineral Plan were required by 20th<\/sup> June<\/li>\n<\/ul>\n
