Minutes of a Meeting of the Committee held at 18 Sandbourne Road<\/strong><\/p>\n

at 2.pm on Monday 25th<\/sup> June 2018<\/strong><\/p>\n

      \u00a0 <\/em>Before the meeting Andrea Francis from Bournemouth Council, accompanied by Councillor<\/p>\n

      Pat Oakley, briefed the Committee on the Council\u2019s Cultural Strategy.\u00a0 She noted that there<\/p>\n

      was a varied population with a wide variety of activities, many of them requiring funding<\/p>\n

      and\/or promotion.\u00a0 The situation was further complicated because interests and participation<\/p>\n

      frequently crossed borough boundaries.\u00a0 She noted that there was co-operation with her<\/p>\n

      colleagues from Poole and Christchurch.<\/p>\n

      \u00a0\u00a0 <\/em>The Cultural Strategy had four aims:<\/p>\n

        \n
      • To maximise opportunities by taking advantage of grass roots initiatives<\/li>\n
      • To increase the opportunities for the grass roots initiatives<\/li>\n
      • To encourage \u2018ground-up\u2019 initiatives<\/li>\n
      • To act as an advocate for culture by support and facilitating funding<\/li>\n<\/ul>\n

        The Committee asked questions including impact of local government reorganisation, Arts by the Sea, a conurbation wide strategy, a Bournemouth Heritage Museum, cinemas and theatres, Arts Council and HLF funding advice, Streetscape, St Peters Church Development project and a \u201cWhats on\u201d guide.<\/p>\n

        1. Minutes.\u00a0 <\/strong>The minutes for the meeting held on 21st<\/sup> May were agreed.<\/li>\n<\/ol>\n

          1. \u00a0 Matters Arising from the Minutes. <\/strong><\/li>\n<\/ol>\n

            \u00a0 4.1\u00a0\u00a0\u00a0\u00a0 Elisabeth Scott.\u00a0 <\/strong>Hilda contacted the enquirer and advised her about the Theatres<\/p>\n

            Trust article held at Bournemouth Library<\/p>\n

            4.2\u00a0\u00a0\u00a0 Cycling on the Promenade.\u00a0 <\/strong>It had been confirmed cycling on the Promenade would<\/p>\n

            not be permitted in July and August.<\/p>\n

            1. \u00a0 The Planning Policy Steering Group. <\/strong><\/li>\n<\/ol>\n

              \u00a0 5.1\u00a0\u00a0\u00a0\u00a0 Conservation Area Consultations. <\/strong>The consultations on the three central<\/p>\n

              Conservation Areas were continuing.\u00a0 Volunteers were required to assist Caroline<\/p>\n

              Peach at a Town Centre advice centre.\u00a0 John S volunteered.<\/p>\n

              1. \u00a0\u00a0\u00a0\u00a0 Built Environment.\u00a0 <\/strong>\n

                • A338\/RBH Access Roads.\u00a0 <\/strong>Save Britain\u2019s Heritage\u2019 has objected to the plan.<\/li>\n
                • Durley Road Car Park.\u00a0 <\/strong>Plans were deferred just before the Planning Committee met.<\/li>\n
                • Purple Flag.\u00a0 <\/strong>Ken had submitted comments on behalf of the Society to Jon Skipp.<\/li>\n
                • Town Centre Management Plan Public Consultation.\u00a0 <\/strong>Jean attended the meeting<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n

                  on 5th<\/sup> June and Hilda would represent the Society on 3rd<\/sup> July<\/p>\n

                  1. \u00a0Heritage and Conservation.<\/strong><\/li>\n<\/ol>\n
                      \n
                    • Westover Road Cinemas. <\/strong>Appeal had taken place so outcome awaited. David Madina had phoned suggesting that Leonard Blavatnik who had recently spent \u00a345m on a London Theatre could be interested in Bournemouth.<\/li>\n
                    • Cliff End Hotel.<\/strong> \u00a0Ken had replied to an email asking why the Society favoured the restoration and retention of the building. The redevelopment plans were still to be considered by the Planning Board.<\/li>\n
                    • 14-20A Belle Vue Road.\u00a0 <\/strong>Revised plans had been submitted \u2013 still too big. John S to check the plan and liaise with Verity.<\/li>\n
                    • Hicks Farm, Throop.\u00a0 <\/strong>Plans to convert the Farm into a Heritage Centre were<\/li>\n<\/ul>\n

                      objected to by local residents. Ken had contacted Mark Holloway asking for details of what was proposed and for the Society to be kept in touch with public consultation etc.<\/p>\n

                      • 7-11 Poole Hill.\u00a0 <\/strong>The owner was seeking funding for improvements to the Coach<\/li>\n<\/ul>\n

                        House. We would suggest they try the Heritage Alliance.<\/p>\n

                          \n
                        • Boundary Stone \u2013 Holdenhurst.\u00a0 \u00a0\u00a0<\/strong>An email had been received regarding the need for the refurbishment to the stone in Wallisdown Road so Ken had replied suggesting Talbot Village Trust might be interested in funding this.<\/li>\n<\/ul>\n

                          1. Planning.\u00a0 <\/strong>See John Soane\u2019s report:<\/li>\n<\/ol>\n

                            • Winter Gardens Car Park.<\/strong>\u00a0 English Heritage were not happy with the plans.\u00a0 Some<\/li>\n<\/ul>\n

                              \u00a0<\/strong>improvements had been made, but the building was still too high.\u00a0 The Council\u2019s partnership with the Bournemouth Development Company in this and other developments should not grant them a \u2018blank\u00a0 cheque\u2019. Object.<\/p>\n

                              • Clarendon Road.\u00a0 <\/strong>Plans to replace the current buildings on 5-7 Clarendon Road were<\/li>\n<\/ul>\n

                                good, but the same could not be said for No 6<\/p>\n

                                • 13 Durley Road.\u00a0 <\/strong>The \u2018Mid Victorian\u2019 style replacement was good.<\/li>\n
                                • 674-680 Wimborne Road.\u00a0 <\/strong>This was an unsuitable position for the proposed flats.<\/li>\n
                                • 61 Richmond Park Road..\u00a0 <\/strong>A reasonable design<\/li>\n<\/ul>\n
