Minutes of a Meeting of the Committee held at St Peter\u2019s Church<\/strong><\/p>\n

at 2pm on Monday 27th<\/sup> June 2016<\/strong><\/p>\n

\u00a0<\/strong><\/p>\n

Present:<\/strong> \u00a0Ken Mantock (Chairman), John Barker (President and Newsletter Editor), Hilda Brownlow, Sally Mc Grath (Membership Secretary), Beryl Parker (Social Secretary), John Soane (Built Environment Officer),\u00a0\u00a0 Andre Thomas (Webmaster), James Weir (Heritage & Conservation Officer) and Paul Newsome (Minutes Secretary).<\/p>\n

  1. Apologies:<\/strong> Jean Bird (Vice Chairman) and Elaine Cooper,<\/li>\n
  2. 2. <\/strong>\u00a0 <\/strong>The minutes for the meeting on 23rd<\/sup> May were agreed.<\/li>\n<\/ol>\n

    2A\u00a0\u00a0\u00a0\u00a0 Appointments.<\/strong><\/p>\n

    2A.1\u00a0\u00a0\u00a0 Heritage & Conservation Officer.\u00a0 <\/strong>It was agreed that James Weir should be appointed to the role<\/p>\n

    on the Executive Committee as the Society\u2019s Heritage and Conservation Officer<\/p>\n

     <\/p>\n

    2A.2\u00a0\u00a0\u00a0 Planning Sub-Committee.\u00a0 <\/strong>It was agreed that there should be a \u2018Planning sub-Committee\u2019 and that<\/p>\n

    the Chairman, President, Built Environment Officer, Heritage & Conservation Officer be permanent<\/p>\n

    members and others join when specific applications involving their expertise are considered.<\/p>\n

     <\/p>\n

    1. Matters Arising from the Minutes:<\/strong>\n
        \n
      • Beales Place Pedestrianisation. <\/strong>It was agreed that this should be referred to the Society\u2019s Planning sub-Committee for consideration.<\/li>\n
      • St Peter\u2019s Church Frontage. <\/strong>Ken informed the Committee that the Church would like to open up<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n

        its\u2019 frontage when funds were available and all the necessary permissions granted. James offered to help.<\/p>\n

          \n
        • St Peter\u2019s Hall. <\/strong>Planning permission had been granted for demolition and replacement with student flats.\u00a0 The proposed building was larger than the Hall, and the design was a pastiche of the current building.\u00a0 It was considered that the Council should have reconsidered the loss of the existing building from the Conservation Area due to more historic features now visible since the earlier decision and that the failure to do so represented a \u2018substantial loss\u2019.\u00a0 Demolition had already started at the rear of the Hall<\/li>\n<\/ul>\n
            \n
          1. Local Development Framework. \u00a0<\/strong>There was a meeting on 23rd<\/sup> May when the only item on<\/li>\n<\/ol>\n

            \u00a0\u00a0\u00a0\u00a0 <\/strong>the agenda was consideration of the outcome of public consultation on the Talbot Village<\/p>\n

            Conservation Area Appraisal and Management Plan which was approved.\u00a0 The next meeting would<\/p>\n

            be in October.<\/p>\n

              \n
            1. \u00a0\u00a0\u00a0Built Environment. \u00a0<\/strong>\n
                \n
              • Westover Road Cinemas. <\/strong>No planning application received yet. The Council appeared \u00a0keen to extend the conservation area to the top of Westover Road which the Society had been suggesting for several years.<\/li>\n
              • Bath Road North Car Park. <\/strong>Ken will ask again for the Development Team to meet the Society.\u00a0 It is understood that the world class architectural practice that had been selected by the Council are keen to respect the character of the area in their proposals.<\/li>\n
              • Traditional Windows and Shopfront. <\/strong>It was agreed that a watch should be maintained to ensure that the original fenestration was maintained in conservation areas and on buildings of interest follow losses identified by James and a shop front being ripped out in Pokesdown despite the local Community Forum\u2019s best endeavours to save it. James would email the Council and send Guidance Notes on best practice.<\/li>\n<\/ul>\n<\/li>\n
              • \u00a0\u00a0See John Soane\u2019s report.\n
                  \n
                • 17 Stourwood Avenue. <\/strong>The proposal to demolish an Art Deco building and replace it with a<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n

                  modern block of 17 flats was inappropriate.<\/p>\n

                  • 2 West Hill Road. <\/strong>A proposal to build a modern block of 10 flats was wrong for the area.<\/li>\n
                  • 41-45 Poole Hill. <\/strong>Southbourne Brewery\u2019s plan to refurbish the original Bournemouth School of Art building as a mini brewery upstairs and a restaurant\/pub on the lower floors, with maximum<\/li>\n<\/ul>\n

                    exposure of the original features of the building was to be welcomed.<\/p>\n

                      \n
                    • University Social Health Facility. <\/strong>This building in St Paul\u2019s Place and Lansdowne Road was well designed apart from the north frontage which needed modification.\u00a0 It was referred to the Society\u2019s Planning sub-Committee for recommendations.<\/li>\n
                    • 8 Carbery Avenue. <\/strong>The proposed replacement of a bungalow with two bungalows was excessive.<\/li>\n
                    • 6 Nelson Road. <\/strong>Although this site was secluded, the proposal for four small blocks was not ideal<\/li>\n<\/ul>\n

                      and one larger block would be preferable.<\/p>\n

                        \n
                      • Radcliffe Court. <\/strong>The revised design was an improvement and should be welcomed<\/li>\n
                      • Burlington House. <\/strong>The proposal to add two storeys (10 flats) was OK in principal but needed some<\/li>\n<\/ul>\n

                        redesign.<\/p>\n

                          \n
                        1. Planning Board.\u00a0 <\/strong>\n
                            \n
                          • University Social Health Facility. <\/strong>The Board was given a presentation on this.<\/li>\n
                          • Beales Department Store. <\/strong>Proposed change of use for the upper floors was refused<\/li>\n<\/ul>\n<\/li>\n
                          • \u00a0\u00a0Communications Timetable. \u00a0\u00a0<\/strong>Copy for Autumn Newsletter to John Barker by 31st<\/sup>\u00a0 John<\/li>\n<\/ol>\n

                            Soane was invited to write an overview of his new book and James an article for inclusion.<\/p>\n

                              \n
                            1. Civic Voice.\u00a0 <\/strong>Newsletters circulated, Trustee elections imminent, news on campaigns and the APPG on Civic Societies.<\/li>\n
                            2. \u00a0\u00a0Bournemouth 2026\u00a0 <\/strong>Nothing to report, Hilda would represent the Society in Elaine\u2019s absence if any meetings were called.<\/li>\n
                            3. Activities Officers\u2019 Reports: <\/strong>\n
                                \n
                              • \u00a0 <\/strong>All activities had been cancelled until September. Best wishes were sent to Keith who was still poorly.<\/li>\n<\/ul>\n<\/li>\n
                              • Membership Officer\u2019s Report. \u00a0\u00a0<\/strong>Nothing to report<\/li>\n
                              • \u00a0Webmaster\u2019s Report. <\/strong>All up to date<\/li>\n
                              • 14. <\/strong>\u00a0\u00a0Treasurer\u2019s Report: <\/strong>\u00a0Account details awaited from Peter.<\/li>\n
                              • Any Other Business<\/strong><\/li>\n<\/ol>\n

                                15.1\u00a0\u00a0\u00a0 Health.\u00a0 <\/strong>Beryl was offered the Committee\u2019s good wishes in anticipation of her forthcoming<\/p>\n

                                operation and she was asked to pass good wishes to Keith Barnes<\/p>\n

                                15.2\u00a0 \u00a0\u00a0Andrew England.\u00a0 <\/strong>The suggested date (8th<\/sup> July) for the next meeting with Andrew England needed<\/p>\n

                                \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>to be changed due to Committee holidays,\u00a0 Jean was asked to reschedule the meeting ideally in August.<\/p>\n

                                15.3\u00a0 \u00a0\u00a0Conservation Officer.\u00a0 <\/strong>The lack of a dedicated Conservation Officer working for Bournemouth<\/p>\n

                                was discussed and real concern was expressed at the loss of this role some years ago.<\/p>\n

                                15.4\u00a0\u00a0 Windows.\u00a0 <\/strong>James shared copies of the Historic England and SPAB guides on windows to be sent to<\/p>\n

                                the Borough\u2019s planning officers.<\/p>\n

                                1. Next Meeting. <\/strong>The next meeting would be at St Peter\u2019s Church at 2pm on Monday 25th<\/sup> July<\/li>\n<\/ol>\n
