Minutes of a Meeting of the Committee held at 18 Sandbourne Road<\/strong><\/p>\n

at 2pm on Monday 28th<\/sup> November 2016<\/strong><\/p>\n

\u00a0<\/strong><\/p>\n

Present:<\/strong> \u00a0Ken Mantock (Chairman), Jean Bird (Vice Chairman), Elaine Cooper, Sally McGrath (Membership Secretary), John Soane (Built Environment Officer), and Paul Newsome (Minutes<\/p>\n

    1. \u00a0\u00a0\u00a0\u00a0Minutes.\u00a0 \u00a0<\/strong>The minutes for the meeting on 24th<\/sup> October were agreed.<\/li>\n
    2. Matters Arising from the Minutes:\u00a0 <\/strong>There were no matters arising<\/li>\n
    3. \u00a0\u00a0\u00a0\u00a0\u00a0Local Development Framework. \u00a0<\/strong>\u00a0Nothing to report<\/li>\n
    4. Heritage and Conservation.<\/strong><\/li>\n<\/ol>\n

      \u00a0\u00a0 5.1\u00a0\u00a0\u00a0\u00a0\u00a0 Odeon Cinemas.\u00a0 <\/strong>The ACV nomination was refused by the\u00a0 Council, but James has challenged this.\u00a0 Historic England has confirmed that the request for listing is with DCMS awaiting a final decision. In December James is meeting a representative of the Architectural Heritage Fund seeking advice about setting up a building preservation trust specific to the Odeon.\u00a0 He has also been in touch with<\/p>\n

      \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>SAVE \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 <\/strong>Britain\u2019s Heritage who are discussing how they may be able to assist.<\/p>\n

      • Boscombe and Pokesdown Local Plan. <\/strong>James has been invited to speak at the meeting on 7th<\/sup><\/li>\n<\/ul>\n

        \u00a0\u00a0\u00a0\u00a0 <\/strong>\u00a0December on heritage issues.<\/p>\n

        • Lush, Old Christchurch Road.\u00a0 <\/strong>The Company has taken care to restore the dignity of the facade<\/li>\n
        • 80-82 Old Christchurch Road.\u00a0 <\/strong>The Council have confirmed that they are not chasing \u00a0the owners<\/li>\n<\/ul>\n

          with the intention of having more suitable shop fronts installed<\/p>\n

            • Palmerston Road Car Park.\u00a0 <\/strong>The proposed development is satisfactory \u2013 restrained but mundane.<\/li>\n
            • 32-34 Paddington Grove.\u00a0 <\/strong>The plan to demolish two houses and build two \u2018Arts and Crafts\u2019<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n

              replacements was acceptable.<\/p>\n

              • Malvern Road.\u00a0 <\/strong>The proposed flat block was fine at the front, but the roof at the rear needed<\/li>\n<\/ul>\n

                Improvement<\/p>\n

                • New Road. \u00a0<\/strong>The proposed \u2018Voysey\u2019 style building will fit in well<\/li>\n
                • Lowther Road.\u00a0 <\/strong>The proposed extension at the rear was excessive and would spoil the proportions<\/li>\n
                • Huntley Road.\u00a0 <\/strong>The plan for a half timbered house would ruin the balance in the road<\/li>\n<\/ul>\n

                  1. Civic Society Planning Sub-Committee.\u00a0 <\/strong>The sub-committee did not meet this month.<\/li>\n
                  2. Planning Board.\u00a0 <\/strong>Elaine attended the November meeting:\n
                      \n
                    • Update on Durley Road Car Park.\u00a0 <\/strong>The intention is to build 44 flats with 41 parking spaces.\u00a0 The<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n

                      aim is to enhance the design especially the roof, but this was not being achieved and there are<\/p>\n

                      concerns at loss of parking spaces. Goes to Planning Board in December<\/p>\n

                        \n
                      • Glenville Road\/Columbia Road.\u00a0 <\/strong>This is a garden in-fill surrounded by residences.\u00a0 Access via<\/li>\n<\/ul>\n

                        Columbia Gardens is narrow.\u00a0 Reluctant approval on condition that house is built above the flood<\/p>\n

                        Level<\/p>\n

                        • 12 Richmond Park Crescent.\u00a0 <\/strong>Plan for a 3 bed flat and 5 room HMO.\u00a0 Residents unhappy about the<\/li>\n<\/ul>\n

                          • Rear of 6 Pine Vale Crescent.\u00a0 <\/strong>Application to build a bungalow was refused due to the very narrow<\/li>\n<\/ul>\n

                            plot<\/p>\n

                            • Casino in Exeter Road.\u00a0 <\/strong>The decision on this application was deferred.<\/li>\n
                            • 20 Purbeck Road.\u00a0 <\/strong>Plan for 5 flats was approved despite very small rooms (no national standard)<\/li>\n<\/ul>\n

                              1. \u00a0\u00a0Communications Timetable. \u00a0\u00a0<\/strong>The newsletter deadline was 4th<\/sup> December<\/li>\n<\/ol>\n

                                        • 2017 Programme. <\/strong>Beryl had published the programme for 2017 which would be included in the<\/li>\n<\/ul>\n<\/li>\n<\/ol>\n

                                          2. Webmaster\u2019s Report. <\/strong>James had experienced difficulties and a change of supplier was<\/li>\n<\/ol>\n

                                            necessary.\u00a0 Alex Stathopoulos, the Bournemouth in Bloom webmaster had been approached.\u00a0 As<\/p>\n

                                            reported in October, \u00a3150 would be paid to the previous supplier for work done.<\/p>\n

                                              \u00a016.1\u00a0\u00a0 Current Account.\u00a0 <\/strong>The current account had a credit of \u00a32,952.67; CAF balance \u00a37,407.04.<\/p>\n
