Minutes of a Meeting of the Executive Committee held at St. Ambrose Church, West Cliff Road at 1.00pm on Monday 30th<\/sup> January 2023<\/strong><\/p>\n

 <\/p>\n

Present:<\/strong> Ken Mantock (Chairman), <\/em>Jean-Daniel Kursner, Sally McGrath (Membership Secretary),<\/em> John Soane (Built Environment Officer), <\/em>Hilda Brownlow, Alex McKinstry and \u00a0<\/em>Phil Stanley-Watts<\/p>\n

  1. The minutes for the meeting held on 28th<\/sup> November 2022 were agreed.<\/li>\n<\/ol>\n

     <\/p>\n

      \n
    1. Paul Newsome<\/strong>. It was reported that Paul had resigned from his role as Committee Member and following recent ill health had moved to Wiltshire. The committee placed on record its thanks for the dilgence and professional approach had always displayed during his service to BCS and wished him all the best for the future.<\/li>\n<\/ol>\n

      1. Matters Arising from the Minutes – <\/strong>None<\/li>\n
      2. Built Environment. <\/strong><\/li>\n<\/ol>\n
          \n
        • Fortitudo plans for Fir Vale Road<\/strong> \u2013 These had been approved by a majority of the Planning Committee against the Planning Officers recommendation. A sad day for Bournemouth and one that might create a precedent for further over-development and multi-storey blocks in the Town Centre.<\/li>\n
        • Bournemouth Seafront – <\/strong>\u00a318m had been awarded by Government under its Levelling Up agenda to BCP Council for the improvement of Bournemouth Seafront. This included works to the pier, the East Cliff lift, promenade so was very good news.<\/li>\n
        • YMCA, Westover Road<\/strong> \u2013 We had received positive feedback to our observations on the plans for alterations to the YMCA and a planning application had now been submitted to the Council.<\/li>\n
        • Bath Road, Malmaison Hotel <\/strong>\u2013 Plans for the hotel have been abandoned.<\/li>\n
        • The Ivy, The Square <\/strong>\u2013 Date for the opening of the new restaurant were awaited.<\/li>\n
        • East Cliff Zig Zag <\/strong>\u2013 The path had been closed and details of repair works and timescale for reopening was awaited.<\/li>\n
        • Holland House, The Lansdowne <\/strong>\u2013 Date to be confirmed with developer of this site who wished to meet with us to discuss their proposals.<\/li>\n
        • Boscombe.\u00a0 <\/strong>\u00a0Works will be proceeding with the Town Fund works but those to The Arcade will be subject to a BCP Council bid to HLF Lottery fund.<\/li>\n
        • Southbourne:<\/strong><\/li>\n<\/ul>\n
            \n
          1. Southbourne Forum \u2013 JD remains in contact with the new Chairman.<\/li>\n
          2. Southbourne Cross Road car park flats plans \u2013 Keeping a watching brief.<\/li>\n
          3. Cliff House Hotel \u2013 John S to review plans.<\/li>\n
          4. Purbeck Court Flats \u2013<\/strong> Redevelopment of current block of flats with a block one storey higher approved by Planning Committee.<\/li>\n<\/ol>\n

            1. Heritage and Conservation.<\/strong><\/li>\n<\/ol>\n

              • Holdenhurst \u2013<\/strong>Phil is keeping in touch with the Throop, Muscliffe and Strouden Park Area Forum.<\/li>\n
              • Lansdowne College \u2013<\/strong> Plans for additional facilities and refurbishment announced so need to keep an watching brief \u2013 they look good though.<\/li>\n<\/ul>\n

                  West Cliff Inn,\u00a0 15 West Cliff Road –\u00a0 <\/strong>Demolish the existing hotel and to replace it with a three\/four storey block of flats \u2013 Allow.<\/p>\n

                   <\/p>\n

                  9 Ravine Road – <\/strong>Demolish an existing interwar residence – defer for further discussion and improvement.<\/p>\n

                   <\/p>\n

                  29 Magna Road – <\/strong>Demolish an annexe to an existing twentieth century property and\u00a0 to construct three, two storey, two bedroom dwellings parallel to each other at the rear of the site – |Refuse.<\/p>\n

                   <\/p>\n

                  257-259\u00a0 Belle Vue Road – <\/strong>Demolish the existing\u00a0 building\u00a0 and to replace it with a three storey block of 14 flats.\u00a0 – defer for further discussion and improvement.<\/p>\n

                   <\/p>\n

                  Land\u00a0 rear\u00a0 of Ringwood Road behind the Clock House – C<\/strong>onstruct three semi- detached, two bedroom houses – defer for further discussion and improvement.<\/p>\n

                   <\/p>\n

                  29-36 Westover Road (relates to the rear of the building in Hinton Road ) – <\/strong>Construct an seven\/eight storey student accommodation block on the site\u00a0 of the\u00a0 rear section of the old ice – Defer for discussion and improvement.<\/p>\n

                   <\/p>\n

                  15 Wotton Gardens\/19 Old Christchurch Road\/1Glen Fern Road\u00a0\u00a0 – <\/strong>Extend existing premises by the construction of an additional 3rd<\/sup>. and 4th<\/sup>. floor in order to create 26 small flats and a ground floor restaurant- defer for further discussion and improvement.<\/p>\n

                  Topsey Turvey House, Pavilion Terrace, Bath Road Flyover<\/strong> \u2013 A further two years approval on this site – Oppose<\/p>\n

                  John Soane\u2019s written report for November was tabled at the meeting but noted to be too late for submission to the Planning Department.<\/p>\n

                      1. \u00a0\u00a0Communications Timetable. \u00a0<\/strong>\u00a0The New Year 2023 had been written by Ken in late December including a call to arms for new committee members and posted for delivery in January by Sally. It was agreed to reimburse Ken \u00a398 for the printing costs of the newsletter. It was agreed that the next newsletter would promote the AGM and that this would take place in June or July following the success of last year\u2019s post Covid Sumer AGM.<\/li>\n<\/ol>\n

                        1. Civic Voice. \u00a0<\/strong>Bulletins received and circulated.<\/li>\n<\/ol>\n

                            • Sally \u2013 No new members, membership subscriptions for existing members were being received. Mrs Potter had passed away.<\/li>\n
                            • JD \u2013 Phase two of Southbourne membership project being planned.<\/li>\n<\/ul>\n

                                      1. Prospects for the future of Bournemouth Civic Society. <\/strong><\/li>\n<\/ol>\n

                                         <\/p>\n

                                        Ken noted that Elaine and Hilda had signalled that they would be standing down form the committee at the AGM and he also wished to stand down as Chairman at that time. He might continue on the Committee during a transitional period but after more than 20 years as Hon Secretary and now as Chairman said he felt he had done hit bit and it was time for a new generation to come forward. He had included a call to arms in the recent newsletter appealing to members to come forward to volunteer to join the committee to ensure the Society\u2019s continuance.<\/p>\n

                                         <\/p>\n

                                        Discussion took place and it was agreed to discuss at the next meeting:<\/p>\n

                                         <\/p>\n

                                          \n
                                        • Nominations and suggestions received for new committee members following the call to arms and JD\u2019s meetings with BH6 members.<\/li>\n
                                        • Whether Jean would take on the Chairman role in a pro-tem arrangement.<\/li>\n
                                        • Whether any of the suggested new committee members mooted during this conversation were\u00a0 MS, AL, JN, OW, ROL.<\/li>\n
                                        • Whether the offer to have the monthly committee meetings at Bournemouth Library before or after the Heritage Talks might encourage new members and work logistically for the new Committee.<\/li>\n
                                        • The current Chairman\u2019s workload and how to delegate it amongst the committee \u2013 Charing meetings, arranging monthly meeting agendas, writing monthly meeting minutes, responding to general enquiries received by email and through the website, writing the Newsletter, reviewing the monthly planning application digest and editing them after each committee meeting and forwarding to BCP Planning, keeping the website up to date, attending meetings of the committee and with councillors, developers, community groups and residents.<\/li>\n<\/ul>\n

                                          • Tom Hays \u2013 It was agreed that it would be fine to meet the Bournemouth East Prospective Parliamentary Candidate as long as all other candidates were welcomed \u2013 which they would be.<\/li>\n<\/ul>\n
