Minutes of a Meeting of the Executive Committee held at 18 Sandbourne Road at 1.00pm on Monday 25th<\/sup> July 2022<\/strong><\/p>\n

 <\/p>\n

Present:<\/strong> Ken Mantock (Chairman), <\/em>Jean Bird (Vice Chairman),<\/em> Hilda Brownlow, Jean-Daniel Kursner, Sally McGrath (Membership Secretary), <\/em>Alex McKinstry John Soane (Built Environment Officer) <\/em>Phil Stanley-Watts and Paul Newsome (Minutes Secretary). <\/em><\/p>\n

  1. The minutes for the meeting held on 27th<\/sup> June 2022 were agreed.<\/li>\n<\/ol>\n

     <\/p>\n

    1. Matters Arising from the Minutes.<\/strong><\/li>\n<\/ol>\n
        \n
      • AGM and 50th<\/sup> Birthday Tea.\u00a0 <\/strong>The AGM presentation by Ken was very much appreciated and Ken was congratulated for the content.\u00a0 Ken thanked the Committee for the decanter which was presented to him.\u00a0 All noted that the afternoon tea with nearly 45 members plus the Mayor and Mayor or Bournemouth in attendance had been a great success. Thanks to Hilda for helping arrange the afternoon.<\/li>\n<\/ul>\n

         <\/p>\n

        1. Built Environment. <\/strong><\/li>\n<\/ol>\n
            \n
          • Cleaner, Greener, Safer Bournemouth.<\/strong> \u00a0The big issues currently were the amount of litter left on beaches by visitors and inconsiderate parking on pavements and double yellow lines also by visitors. John\u00a0 S was writing to The Echo re grass and verge cutting but all noted that the Council\u2019s approach to dealing with graffiti was now much improved on last year.<\/li>\n<\/ul>\n
              \n
            • Town Centre.\u00a0 <\/strong>The revised Fir Vale Road plans by Fortitudo were now available so John would review them..<\/li>\n
            • Boscombe.\u00a0 <\/strong>Ken had submitted our observations on the Regeneration Plans which were generally supportive together with objections to the Woodland Walk proposals.<\/li>\n
            • Southbourne:<\/strong><\/li>\n<\/ul>\n
                \n
              1. An appeal concerning the Belle Vue Road flats was rejected. Great news.<\/li>\n
              2. Plans for the Bistro on the Beach were approved at the Planning Committee meeting on 20th<\/sup><\/li>\n
              3. The Society would progressing the Heritage Board and Blue Plaque ideas by neither J-D or Alex had heard further from SHT members.<\/li>\n
              4. John S has been asked to review the latest plans for 103 Wick Lane as the owners had withdrawn the original proposal and wished to modify them to take on board comments\/objections.<\/li>\n<\/ol>\n

                1. Heritage and Conservation.<\/strong><\/li>\n<\/ol>\n
                    \n
                  • Blue Plaque for BB. <\/strong>Ken had emailed Steve Harris of the BBC asking on arrangements for the installation of the new blue plaque we were sponsoring.<\/li>\n
                  • Ken had replied to further letters of concern from members and at yesterday\u2019s AGM it was noted that there was no great concern about the facility now that modifications hade been undertaken by the Council and the birds were clearly visible through the wire screening.<\/li>\n
                  • Charles Rolls Heritage Trust. <\/strong>Unfortunately no member of the Committee had been able to attend the unveiling of the memorial earlier in the month.<\/li>\n<\/ul>\n

                      • 26 Elmes Road.\u00a0 <\/strong>An application to extend the side and rear elevations of a mid 20th<\/sup> Century House.\u00a0 The Society considers this to be over-development and out of character with the area and should be refused<\/li>\n
                      • 2a Evelyn Road.\u00a0 <\/strong>An application to build three two-storey semi-detached houses on the site of a large garage which is located at the rear of a suburban detached house. The new houses would take up 55% of the old garage site.\u00a0 The Society recommends that only two houses should be built to avoid over development in respect of neighbouring properties and that the application be deferred for further consideration.<\/li>\n
                      • 26 Elgin Road.\u00a0 <\/strong>An application to make external alterations and extend the first floor of a well designed famly home.\u00a0 The Society considers that this would alter the spatial balance of then house and would impose a modernist ambience to the detriment of neighbouring properties.\u00a0 The Society suggests that a more modest extension would be preferable and that the application should be deferred for further consideration.<\/li>\n
                      • 102 Western Avenue.\u00a0 <\/strong>An application to build a two-storey extension on the rear of a 1930s bungalow.\u00a0 The\u00a0 Society considers that this would be reasonable as it does not degrade neighbouring properties but that it should be deferred to permit redesign of the dormer windows to match those on either side.<\/li>\n
                      • 15 Tregonwell Road.\u00a0 <\/strong>An application to build a small block of 1 and 2 bedroom flats immediately adjoining the courtyard of a 3 storey villa.\u00a0 In view of the already high density development in this area the Society considers that this should be permiited.<\/li>\n
                      • 135 Kingswell Road.\u00a0 <\/strong>An application to build a 4 bedroom detached house and 2 bungalows on a lng narrow previously developed site.\u00a0 In view of the lack of privacy and parking provision the Society considers this to be an inappropriate building speculation which should be refused<\/li>\n
                      • 24-26 Studland Road.\u00a0 <\/strong>A Preliminary application to build tw three-storey blocks of 7 flats on the site of existing properties with little architectural significance.\u00a0 The Society is happy with the general concept and design but recommends that the application be deferred to consider reduction of the high roof line.<\/li>\n
                      • 230 Kinson Road.\u00a0 <\/strong>\u00a0An application to construct a bungalow at the back of a site in a lw density neighbourhood.\u00a0 The Society considers that this would have a negative visual impact for the neighbours and be inappropriate development for the area and should be refused.<\/li>\n
                      • 4 Deans Road.\u00a0 <\/strong>An application to alter and extend an early 20th<\/sup> Century semi-detached property.\u00a0 There are local fears that this is to create an HMO so although the design is acceptable the application should be deferred for further discussion.<\/li>\n
                      • 42 Solent Road.\u00a0 <\/strong>An application to create rear and side extensions to an inter-war Arts and Crafts family home.\u00a0 The Society considers that the general design is reasonable but the new footprint is too big for the site and out of character with its surroundings.\u00a0 The Society recommends refusal.<\/li>\n
                      • 6 Grosvenor Road.\u00a0 <\/strong>An application to build two pairs of semi-detached dwellings on a large double site following the demolition of a substantial, but much altered family home.\u00a0 The new modernist blocks would have a significantly larger footprint than the existing house and would be inappropriate in relation to the surrounding townscape and the application should be refused.<\/li>\n
                      • Land at Rear of Uplands Road.\u00a0 <\/strong>An application to construct two two-storey houses on newly created sites at the rear of 18 and 20 Uplands Road with access fromUplands Gardens.\u00a0 Both new sites are very small with the new buildings taking more that 50% of the entire area.\u00a0 Similar development had been permitted on neighbouring sites but the Society considers that it should not be encouraged and that the application should be refused.<\/li>\n
                      • \u00a0Land at Rear of 133\/135 Stewart Road.\u00a0 <\/strong>An application to build a two-storey block of two small flats on the enclosed rear gardens of late 19th<\/sup> Century houses.\u00a0 The design of the block was utilitarian and primitive and totally inappropriate for the area and represented over development and should be refused.<\/li>\n
                      • 1-3 Watkin Road.\u00a0 <\/strong>An application to demolish two much altered 19th<\/sup> Century villas (opposite St Andrew\u2019s Church) and replace them with on four storey and one five storey block together containing 32 flats.\u00a0 The Society considers that the site should be developed with two lower density buildings and this application should be refused.<\/li>\n
                      • 160-168 Charminster Road.\u00a0 <\/strong>An application to construct two additional floors on an existing two-storey modern terrace at the junction of Charminster Road and Richmond Park Road.\u00a0 The Society considers that this would completely change the character of the existing 19th<\/sup>, early 20th<\/sup> Century townscape.\u00a0 This application contradicts the townscape policies of the Bournemouth Local Plan and dhould be refused<\/li>\n
                      • 2-12 Commercial Road (Bobby\u2019s).\u00a0 <\/strong>An application to alter the fenestration of the 1970s north wing to bring them into harmony with the original building.\u00a0 The Society applauds this application and recommends approval<\/li>\n<\/ul>\n

                        1. Planning Committee .<\/strong><\/li>\n<\/ol>\n

                          • July 20th<\/sup>. <\/strong>Bistro on the Beach had been approved<\/li>\n

                          • September 21st<\/sup> <\/strong>\u2013 Phil to attend.<\/li>\n<\/ul>\n

                              1. Civic Voice. \u00a0<\/strong>Bulletins received.\u00a0 There appeared to have been a theft of their funds.<\/li>\n<\/ol>\n

                                1. Membership Officer\u2019s Report.<\/strong><\/li>\n<\/ol>\n

                                  • Several new and renewing members. Ken would update the Excell list and send copies to J-D and Sally.<\/li>\n
                                  • J-D showed examples of possible recruitment posters. \u201cDo You Care About?\u201d was the preferred option.\u00a0 Paul would laminate copies. Thanks where given to J-D and Ola for creating these posters.<\/li>\n<\/ul>\n

                                          • Current Account. <\/strong>Treasurer on holiday so balance to be confirmed and circulated by email on return.<\/li>\n
                                          • Bank Signatories. <\/strong>J-D and Paul were nominated, seconded and agreed unanimously\u00a0 as additional signatories for the BCS cheque account.<\/li>\n<\/ul>\n

                                            1. Caroline Peach Meeting. <\/strong>The next meeting would be AM on 12th<\/sup>\u00a0 Jean would circulate the agenda when known.\u00a0 Jean, Hilda, Sally, Alex and Phil to attend.<\/li>\n<\/ol>\n

                                              • Any Other Business.\u00a0 <\/strong><\/li>\n
                                              • Sale of Council Beach Huts. <\/strong>The Council\u2019s Scrutiny Committee had been postponed from 20th<\/sup> July to 5th<\/sup> A petition had been launched.<\/li>\n
                                              • Back Land Development. <\/strong>The increase in backland and in-fill development was certainly being noted around town \u2013 and indeed across many other areas.<\/li>\n
                                              • Boscombe Neighbourhood Plan. <\/strong>Phil would be asking questions at the Cabinet meeting on 27th<\/sup> July<\/li>\n<\/ul>\n
