Minutes of a Meeting of the Executive Committee held at 18 Sandbourne Road at 1.00pm on Monday 23<\/b><\/span>rd<\/b><\/span><\/sup> May 2022<\/b><\/span><\/p>\n \n Present:<\/b><\/span> Ken Mantock (Chairman), <\/i>Jean Bird (Vice Chairman),<\/i> Elaine Cooper, Hilda Brownlow, Jean-Daniel Kursner, Sally McGrath (Membership Secretary), <\/i>Alex McKinstry John Soane (Built Environment Officer. <\/i><\/p>\n \n Apologies:<\/b><\/span> <\/b>Paul Newsome, Alex McKinstry , Phil Stanley-Watts,<\/p>\n \n Minutes.<\/b><\/span> <\/b>The minutes for the meeting held on 25th<\/sup> April 2022 were agreed.<\/p>\n<\/li>\n<\/ol>\n \n Matters Arising from the Minutes.<\/b><\/span><\/p>\n<\/li>\n<\/ol>\n The meeting of Southbourne Forum planned for April 29th<\/sup> that John would attend on behalf of BCS had been postponed due to Covid.<\/p>\n<\/li>\n<\/ul>\n \n Built Environment. <\/b><\/span><\/p>\n<\/li>\n<\/ol>\n Cleaner, Greener, Safer Bournemouth.<\/b> John S has been contacting Cllr Greene and it appears good progress is being made to tackle unsightly graffiti, litter, bins and He would monitor progress and if need be contact Cllr Greene again.<\/p>\n<\/li>\n<\/ul>\n Local Plan.<\/b> <\/b>No news yet from BCP Council on outcomes on the public consultation<\/p>\n<\/li>\n Benellen Avenue 20mph. <\/b>John S to comment on the 20mph proposals<\/p>\n<\/li>\n Town Centre. <\/b>The plans for an Ivy Restaurant at The Square were welcomed. No news yet on plans for Westover Road that had been reported in The Echo. H&M was apparently closing soon.<\/p>\n<\/li>\n Boscombe. <\/b>The Society was waiting for news on the regeneration proposals<\/p>\n<\/li>\n Southbourne:<\/b><\/p>\n<\/li>\n<\/ul>\n Appeal now in progress for the Bellevue Road flats plan<\/p>\n<\/li>\n Appeal awaited for the Southbourne Crossroads flats plan<\/p>\n<\/li>\n Bistro on the Beach plans had still not been considered by the Planning Committee but plans for a temporary restaurant facility were being advanced..<\/p>\n<\/li>\n JD jad spoken with Bruce and Christine of SHF this morning regarding the Heritage Board idea .<\/p>\n<\/li>\n Cllr Eddie Coope has asked us to look at the plans for 103 Wick Lane, in the Conservation Area \u2013 John S to check out.<\/p>\n<\/li>\n<\/ol>\n City Bid<\/b> \u2013 The city bid for Bournemouth has been rejected.<\/p>\n<\/li>\n Savoy Hotel<\/b> \u2013 Revised plans have been submitted, The Echo featured ours and the Planners comments on the original plan.<\/p>\n<\/li>\n Wiggle<\/b> \u2013 There is discussion in The Echo re the licencing of this club and its impact on Horseshoe Common etc.<\/p>\n<\/li>\n 65\/67 Boscombe Overcliff Drive \u2013 <\/b>New plans for the site had been submitted \u2013 JD will pass details to John to review.<\/p>\n<\/li>\n<\/ul>\n \n Heritage and Conservation.<\/b><\/span><\/p>\n<\/li>\n<\/ol>\n Keith Spicer Building, Cleveland Road.<\/b> No news on the re-location of the tiles. John to check out latest plans that have been submitted.<\/p>\n<\/li>\n Civic Society Archives. <\/b>Our founding Chairman, <\/b>Ian Dickens\u2019 has passed to us a 1916 book \u2013 \u201cFrom Harbour to Harbour\u201d by Nancy Bell and illustrated by Arthur Bell. It is a charmingly illustrated book taking a journey from Christchurch, Bournemouth to Poole. We would ask Alwyn to digitise the illustrations<\/p>\n<\/li>\n Local Listing of Buildings. <\/b>Alex had worked hard with Pokesdown Community Forum so now retail and residential buildings had been suggested for local listing.<\/p>\n<\/li>\n St Clement\u2019s Church.<\/b> Alwyn had offered advice and one of the local councillors provided useful background to current issues.<\/p>\n<\/li>\n Blue Plaque for BBC\u2019s 100<\/b>th<\/b><\/sup> anniversary.<\/b> 72 Holdenhurst Road was the BBC\u2019s first studio in Bournemouth. We have been asked to help sponsor a blue plaque at \u00a3640 plus vat.<\/p>\n<\/li>\n Cooper Thomson Rescue Aviary. <\/b>The new aviary was opened last week. Rod and Elaine were major sponsors. No. 7-2022- 5666-l – <\/b>This is a proposal to extend and remodel a large family residence and its existing additions, that was constructed in the Arts and Crafts style at the beginning of the Twentieth Century, in order to create 14 apartments and two duplexes it should be deferred for further discussion and improvement.<\/p>\n \n 34 Haverstock Road Ref. No 7-2022-10716-C<\/b><\/p>\n This is a proposal to construct a small bungalow in the triangular far corner of an already existing developed plot which contains a substantial, two story block of flats built in traditional style it should be refused.<\/p>\n \n 7 Carysfort Road, near Churchill Square, Boscombe Ref. No. 7-2022-24380-A <\/b><\/p>\n This is an application to build a three storey block of eight flats on the site of a demolished detached, late nineteenth century house and a smaller, two storey block of two flats at the rear end of the site- it should be refused.<\/p>\n \n 1A Warren Edge Road, Southbourne Ref. No. 7-2022-8851-D<\/b><\/p>\n This is an application to build two semi-detached, three storey houses and one detached, three storey house on a triangular site in place of a demolished building of no architectural value it should be deferred for further discussion and improvement .<\/p>\n \n 25 Norwich Road Ref. No. 702022-26280-C <\/b>This application is to make alterations and make additions to an existing two storey building in order to create a three storey block of nine flats which is situated partly in a two storey interior court in a very densely built up piece of late nineteenth century townscape off Norwich Road – it should be refused.<\/p>\n \n Hightrees Avenue, Strouden Park Ref. No. 7-2022-21210-A- <\/b>This is an application to construct three separate dwellings on a triangular site between Hightrees Avenue and Midwood Avenue – it should be deferred for further discussion and improvement.<\/p>\n 21 Redhill Crescent Ref. No. 7-2022-18968-D <\/b>This is an application to extend the facilities of a small detached, early twentieth century, two storey house – it should be allowed.<\/p>\n \n 65\/67 Boscombe Overcliff Drive Ref. No. 7-2022-3914-B <\/b>This is an application to demolish the three storey block of flats, Purbeck Court built in modern\/traditional style in the 1970\u2019s and to erect a new, five storey, modernist block of 13 flats (one, two and three bedroom) – it should be refused.<\/p>\n \n 27-31 Southcote Road Ref. No. 7-2022-5626-L – <\/b><\/p>\n This is an application to demolish the existing structure on the site and to construct a \u00be storey block of 9 flats \u2013 probably aimed at student accommodation – it should be deferred for further discussion and improvement.<\/p>\n \n Portelet Manor Care Home, 23\/25 Florence Road, Boscombe Ref. No. 7-2022-7707-0 <\/b>This is an application to consolidate, enlarge and enhance the piecemeal additions that have been made over the years to two substantial, late nineteenth century dwelling houses in order to create an integrated care facility over two sites – it should be deferred for further discussion and improvement.<\/p>\n \n Planning finalisations of the combined multipurpose community\/cultural centre and 15 storey block of flats at 41\/43 Oxford Road and 6\/7 St. Paul\u2019s Road, Lansdowne. <\/b>A detailed examination of this proposal has already been included in a previous planning critique. The Society believes that with its streamlined shape and pronounced integration of balconies and fenestration, the building bears a certain resemblance to 1930\u2019s International Moderne. Thus we feel the structure could easily harmonize with the very modernist townscape in the vicinity of Holdenhurst Road and St Paul\u2019s Lane.
