Minutes of a Meeting of the Executive Committee held at 18 Sandbourne Road at 1.00pm on Monday 22nd<\/sup> November 2021<\/strong><\/p>\n

Present:<\/strong> Ken Mantock (Chairman), <\/em>Jean Bird (Vice Chairman),<\/em> Hilda Brownlow, Jean-Daniel Kursner, Sally McGrath (Membership Secretary), <\/em>Alex McKinstry, John Soane (Built Environment Officer) <\/em>\u00a0Phil Stanley-Watts and Paul Newsome (Minutes Secretary). <\/em><\/p>\n

  1. The minutes for the meeting held on 25th<\/sup> October were agreed.<\/li>\n<\/ol>\n

     <\/p>\n

    1. Matters Arising from the Minutes.<\/strong><\/li>\n<\/ol>\n
        \n
      • John Barker Anecdotes.\u00a0 <\/strong>Alex had replied, other contributions required asap so can be used in forthcoming Newsletter.<\/li>\n
      • Roger West Emails. <\/strong>It was agreed that the Society would support others in their hopes for a plaque at the Town Hall commemorating the Indian Soldiers who were there during WW1 and a list of those of all faiths and backgrounds who have died in conflicts. We would also support others bid for a website being created highlighting the richness and national significance of Bournemouth\u2019s churches. It was agreed that arrangements for Remembrance Day Parades and ideas for a new a Hindu Temple in Bournemouth were outside our remit.<\/li>\n<\/ul>\n

         <\/p>\n

          \n
        1. Built Environment. <\/strong><\/li>\n<\/ol>\n

          \u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0\u00a0 Cleaner, Greener, Safer Bournemouth.<\/strong> \u00a0Ken was \u2018chasing\u2019 a reply from the Council<\/p>\n

          and more recently from Councillor Broadhead.\u00a0 We would seek a meeting with the<\/p>\n

          Council and separately a \u00a0meeting with the Editor or Newsdesk Team at the Echo<\/p>\n

            \n
          • Local Plan.<\/strong> The sub-committee of Jean, Elaine, Jean-Daniel and John S met on 15th<\/sup> October to consider the Plan and their conclusions were collated by Ken and forwarded to all BCP councillors.\u00a0 Councillor Broadhead had replied quickly and positively, but not responded to Ken\u2019s reply.<\/li>\n
          • 16-20a Belle Vue Road. <\/strong>No news on the appeal, plaques or heritage boards but the Mayor was attending for tree planting on 27th<\/sup> November and JD \/ Alex would attend.<\/li>\n
          • Southbourne Crossroads Car Park and Area .<\/strong> There had been a big feature in the Echo with the redevelopment plans and the Society and residents objections featured. Regarding the Mural on the Public Conveniences public consultation should have taken place as evidenced by the FOI request by Alex.<\/li>\n
          • 1 Baring Road. <\/strong>John S would check plans.<\/li>\n<\/ul>\n

            1. Heritage and Conservation.<\/strong><\/li>\n<\/ol>\n
                \n
              • Blue Plaques. <\/strong>Alex\/J-D were liaising with the Southbourne Heritage Forum.<\/li>\n
              • Civic Design Award Scheme.<\/strong> This would be an agenda item for the next meeting with Caroline Peach, no reply from Councillor Broadhead to Ken\u2019s email.<\/li>\n
              • Lucerne Watch. <\/strong>The watch was being renovated.\u00a0 Ideas for the site of its relocation were required. We would feature this in the newsletter.<\/li>\n
              • City Status for Bournemouth (Not BCP). <\/strong>BCP Council had endorsed Bournemouth Charter Trustees request for City status.\u00a0 The Committee confirmed that they did not support this request and we would write to Echo and Cabinet Office noting so.<\/li>\n<\/ul>\n

                  • Southbourne Crossroads.\u00a0 <\/strong>A proposal to build four blocks (27 flats) on the existing narrow Southbourne Cliffs car park.\u00a0 The Society considered that the design lacked an integrated aesthetic design. There had been 641 objections from local residents\u00a0 who feared that the proposal would constitute a serious blot on the area, consequently\u00a0 the Society considered that this proposal should be refused as it failed to comply with the townscape policies of the Bournemouth local plan.<\/li>\n
                  • 11 Bodorgan Road.<\/strong>\u00a0 An application to demolish a 20th<\/sup> Century bungalow and replace it with a three storey rectangular structure comprising five semi-detached dwellings of modernised arts and crafts design.\u00a0 The Society considered that the design was too wide for the site and should be reduced to four dwellings and consequently the plan should be deferred for further consideration.<\/li>\n
                  • 98 Lowther Road.\u00a0 <\/strong>An application to demolish an Edwardian arts and crafts house and replace it with a two storey block of nine flats.\u00a0 The Society noted that the footprint would be one third larger than that of adjacent properties and that the design was out of character with its surroundings.\u00a0 The Society considered that there should be no more than 4\/5 flats and the application deferred for further discussion.<\/li>\n
                  • 8 Carbery Avenue.\u00a0 <\/strong>An application to demolish an existing residential property and replace it with a two storey structure containing four separate dwellings.\u00a0 The Society considered that there was sufficient room for the new building but that the application should be deferred to allow improvements to the appearance.<\/li>\n
                  • 1A Colville Road.\u00a0 <\/strong>An application to demolish an unused workshop and replace it with a one and a half block of two flats at the rear of closely built retail\/commercial accommodation.\u00a0 The new building would enjoy no private space and only poor light so the application should be refused.<\/li>\n
                  • 834 Christchurch Road.\u00a0 <\/strong>An application to build a two storey extension to permit the conversion of offices into two flats.\u00a0 The Society considers that with some modification this could be accepted and recommends deferral for further consideration.<\/li>\n
                  • 947 Christchurch Road, The Bridge.\u00a0 <\/strong>An application to add two storeys to an existing three storey block of flats.\u00a0 The Society considers this to be an overdevelopment and should be refused.<\/li>\n
                  • 17 Holdenhurst Road.\u00a0 <\/strong>An application to demolish modern buildings and construct a 1,3,5,6 block of 33 flats in an enclosed site surrounded by late 19th<\/sup> Century buildings between Holdenhurst Road and Lansdowne Mews.\u00a0 The proposal meets the townscape policies of the Bournemouth Local Plan and should be allowed.<\/li>\n
                  • Solent Beach Complex (Bistro on the Beach).\u00a0 <\/strong>An application to redevelop the existing restaurant and beach huts with a three storey hospitality area and overnight beach huts.\u00a0 The Society questions the need for this and considers that any change should be limited to two storeys.\u00a0 The application fails to comply with the townscape policies of the Council and should be deferred for further discussion.<\/li>\n
                  • 20-21 Florence Road.\u00a0 <\/strong>\u00a0An application to demolish Merton Hall Nursing Home and replace it with a four storey block of 28 flats.\u00a0 The Society does no oppose this plan but considers that it should be deferred to permit improvements to the design.<\/li>\n
                  • 28 West Cliff Road.\u00a0 <\/strong>An application to demolish Babbacombe Lodge and replace it with four flats and 6 holiday lets.\u00a0 The Society considers that the design of the building does not compliment the classical restraint of adjoining properties and the application should be deferred for further discussion.<\/li>\n
                  • 41-43 Oxford Road.\u00a0 <\/strong>An application to demolish late 19th<\/sup> Century semi-detached properties and replace them with a five storey block of nine flats.\u00a0 <\/strong>In an area dominated by modernist buildings this development would not be inappropriate and should be allowed<\/li>\n
                  • 506 Charminster Road and Sonning Way.\u00a0 <\/strong>An application to demolish an inter-war detached house and replace it with a block of five flats.\u00a0 The size of the proposed structure is excessive and the application should be refused.<\/li>\n
                  • 70A-70B Norton Road and Mansfield Road.\u00a0 <\/strong>An application to build a one and a half story house on the corner of Norton and Mansfield Roads.\u00a0 The Society considers that the site is not suitable for this development which should be refused.<\/li>\n
                  • 15 Southbourne Overcliff Drive.\u00a0 <\/strong>An application to demolish an inter-war detached house and replace it with a three story house of modernist design.\u00a0 There have been 21 objections from local residents who consider the proposal to be too large and out of keeping with the area.\u00a0 The plan fails to comply with the townscape policies of the Bournemouth Local Plan and should be refused.<\/li>\n<\/ul>\n
                      \n
                    • 2 Old Christchurch Road. <\/strong>An application to build an additional two storeys for offices but maintaining the original style.\u00a0 This building (Dolcis) is always viewed in conjunction with the adjoining Plummer Roddis House.\u00a0 This site is much photographed by visitors and the Society considers this proposal to be inappropriate and that it should be refused.<\/li>\n<\/ul>\n

                      \u00a0<\/strong><\/p>\n

                        \n
                      1. Planning Committee . <\/strong>Only one Bournemouth application \u2013 40 Evelyn Road .<\/li>\n<\/ol>\n

                        Planning Committee now met at 10am rather than 1pm. Suggestions that there be<\/p>\n

                        three separate Planning Committees for each of the BCP areas had been rejected by<\/p>\n

                        the Council.<\/p>\n

                        1. \u00a0\u00a0Communications Timetable. \u00a0<\/strong>The Christmas\/Winter newsletter was being drafted<\/li>\n<\/ol>\n

                          \u00a0\u00a0\u00a0 <\/strong>by Ken and would be with Sally before Christmas<\/p>\n

                          1. Civic Voice. \u00a0<\/strong>There was a national campaign for Civic Societies to have a formal<\/li>\n<\/ol>\n

                            status in planning applications.<\/p>\n

                            1. Membership Officer\u2019s Report.\u00a0 <\/strong>In support of the recruitment campaign J-D<\/li>\n<\/ol>\n

                              would hand deliver newsletters to members, community groups and councillors in<\/p>\n

                              the BH6 area. Further ideas for raising awareness and membership were agreed.<\/p>\n
