Minutes of a Meeting of the Executive Committee held at 1.00pm on Monday 25<\/b><\/span>th<\/b><\/span><\/sup> October 2021<\/b><\/span><\/p>\n Present:<\/b><\/span> Jean Bird (Vice Chairman),<\/i> Hilda Brownlow, Jean-Daniel Kursner, Sally McGrath (Membership Secretary), <\/i>Alex McKinstry, John Soane (Built Environment Officer) and <\/i>Paul Newsome (Minutes Secretary). <\/i>Also present Roger West. <\/i><\/p>\n Apologies:<\/b><\/span> <\/b>Ken Mantock (Chairman) <\/i>and <\/i>Elaine Cooper.<\/p>\n Beryl Parker returned to the Committee at the September meeting, but had written to Ken to say that she would not be able to continue on the Committee because of health problems<\/p>\n Minutes.<\/b><\/span> <\/b>The minutes for the meeting held on 27th<\/sup> September were agreed.<\/p>\n<\/li>\n<\/ol>\n \n 2. Matters Arising from the Minutes. <\/b><\/span>No matters arising.<\/p>\n Built Environment. <\/b><\/span><\/p>\n<\/li>\n<\/ol>\n Cleaner, Greener, Safer Bournemouth.<\/b> The Cabinet had agreed funding for better service. Publication of John S\u2019s letter to the Echo was awaited along with the Council\u2019s reply to Ken\u2019s email. The problem of tackling graffiti on private land\/buildings still needs clarity as to the Council\u2019s intentions.<\/p>\n<\/li>\n Local Plan.<\/b> <\/b>The sub-committee of Jean, Elaine, Jean-Daniel and John S met on 15th<\/sup> October to consider the Plan and a copy of their conclusions had been sent to all members on 24th<\/sup> October. This would be collated by Ken and forwarded to BCP Council.<\/p>\n<\/li>\n 16-20a Belle Vue Road. <\/b>Ken had spoken with Verity of the Southbourne Heritage Forum and noted that J-D and Alex as Southbourne residents were keen to help with the promotion of the Conservation Area, Blue Plaques and fighting redevelopment hereabouts.<\/p>\n<\/li>\n Southbourne Crossroads Car Park and Area .<\/b> <\/b>The plans for redeveloping the former Council car park with flats were moving forward and had featured in the Echo. It was agreed that our objections still stood and we would work with residents and the Southbourne Heritage Forum to raise interest in historic environment here \u2013 perhaps a heritage interpretation board like we sponsored some years ago on the West Cliff.<\/p>\n<\/li>\n<\/ul>\n The Mural was now complete on the Public conveniences and looked very sitinctive but had been completed without public consultation.<\/p>\n 896 Christchurch Road.<\/b> <\/b>Plans had been rejected for the conversion of this historic building to too many flats.<\/p>\n<\/li>\n Hengistbury Head.<\/b> <\/b>A meeting to discuss open spaces was held on 9th<\/sup> October<\/p>\n<\/li>\n<\/ul>\n Heritage and Conservation.<\/b><\/span><\/p>\n<\/li>\n<\/ol>\n Blue Plaques. <\/b>Alex\/J-D to liaise with Southbourne Heritage Forum. <\/b><\/p>\n<\/li>\n Civic Design Award Scheme.<\/b> This would be an agenda item for the next meeting with Caroline Peach<\/p>\n<\/li>\n Westover Road Aviary. <\/b>The Society\u2019s donation of \u00a32,250 had been paid.<\/p>\n<\/li>\n Charminster Tram Shelter.<\/b> A donation had been made.<\/p>\n<\/li>\n Garth Carbery.<\/b> This property at 7 Tuckton Close was waiting for a planning application. Alex was keeping a watching brief.<\/p>\n<\/li>\n Heritage Assets.<\/b> Dorset and BCP Councils had been awarded a grant for this new project so we needed to engage with the consultation process when it started .<\/p>\n<\/li>\n<\/ul>\n Planning. <\/b><\/span>See John Soane\u2019s written reports for September<\/p>\n<\/li>\n<\/ol>\n 90 Glenferness Avenue. <\/b>An application to build a chalet bungalow, within the Talbot Woods Conservation Area, on a triangular plot at the corner of Glenferness Avenue and Elgin Road currently part of the large garden of 90 Glenferness Avenue. The Society considered that this could soften the abrupt appearance of the original house from this aspect but that it should be refused so a better scheme was brought forward to ensure that it complied with the conservation policies of the Local Plan<\/p>\n<\/li>\n 47a Southcote Road. <\/b>An application to demolish an industrial building and replace it with a two\/three storey mixed commercial and residential block (five flats). The Society did not object to the plan but considered that there should be only four flats and that the plan should be deferred for further consideration.<\/p>\n<\/li>\n 10 Westby Road. <\/b>An application to convert a much altered semi-detached house into two separate semi-detached houses. The Society considered that this should be allowed.<\/p>\n<\/li>\n 26 Browning Avenue. <\/b>An application to build a pair of spacious semi-detached houses with a footprint considerably larger than those of adjoining properties. The Society considered this to be massively oversized for the plot and should be refused.<\/p>\n<\/li>\n 134 Tuckton Road. <\/b>An application to build a second floor flat above an early twentieth century shop with accommodation above. The Society considered that this met the townscape policies of BCP Council and should be allowed.<\/p>\n<\/li>\n 590-592 Christchurch Road. <\/b>An application to build six flats within the two upper stories of vacant retail premises. The Society considered that his would improve the appearance of an ugly modern building but that there should be four flats only and consequently the application should be deferred for further discussion.<\/p>\n<\/li>\n 335-337 Wimborne Road. <\/b>An application to build a two storey block of flats at the end of existing 20th<\/sup> Century retail premises. The Society considers this to be an attempt to use a restricted area adjacent to a developed site and should be refused.<\/p>\n<\/li>\n Sandringham House, Exeter Park Road. <\/b>An application to construct an extra two stories on a four storey 20th<\/sup> Century retail and flat block on the corner of Exeter Road and Exeter Park Road. The Society considered that this would unbalance the spatial structure of this part of Exeter Road and should be refused.<\/p>\n<\/li>\n Waverley House, 115-119 Holdenhurst Road. <\/b>An application to replace Waverley House with two 14 storey and 25 storey towers. The taller tower would be for residential use and the shorter tower for mixed commercial and private ventures. The Society considered that this development was appropriate for the area but that the height of the taller block should be restricted to 20 stories. The plans should be discussed in detail before planning permission is granted.<\/p>\n<\/li>\n<\/ul>\n 55-57 Commercial Road. <\/b>An application to build a third floor above modernised shop accommodation. Unusually the Society considers that this plan is acceptable in relation to adjacent buildings and should be allowed.<\/p>\n<\/li>\n<\/ul>\n\n
