Report on Agenda items for a \u2018Zoom\u2019 Meeting of the Committee due to be held at 7.00pm on Monday 26<\/b><\/span>th<\/b><\/span><\/sup> July 2021<\/b><\/span><\/p>\n Present:<\/b><\/span> The meeting was opened and Jean, Elaine, Jean-Daniel and Paul were present, but due to technical difficulties with Zoom Ken and John S were unable to be there.<\/p>\n Minutes.<\/b><\/span> <\/b>The minutes for the meeting held on 26th<\/sup> July were agreed by those<\/p>\n<\/li>\n<\/ol>\n present<\/p>\n \n 2. Matters Arising from the Minutes. <\/b><\/span>No matters arising.<\/p>\n Built Environment. <\/b><\/span><\/p>\n<\/li>\n<\/ol>\n Boscombe Area Town Development. <\/b>See John S\u2019s report.<\/p>\n<\/li>\n Cleaner, Greener, Safer Bournemouth.<\/b> Ken\u2019s email exchange with councillors confirmed that grass cutting might revert to the former state but there was no outcome with regard to graffiti. The Chief Executive and the Service Director were involved in the discussion.<\/p>\n<\/li>\n Stour Valley Park and Hicks Farm. <\/b>Plans approved by the Planning Committee<\/p>\n<\/li>\n Seafront Strategy. <\/b>No change from July minutes with regard to the consultations on 5th<\/sup> August and 8th<\/sup> September.<\/p>\n<\/li>\n Local Plan.<\/b> <\/b>The sub-committee to review this would be Ken, Elaine, Jena-Daniel and John S.<\/p>\n<\/li>\n<\/ul>\n Heritage and Conservation.<\/b><\/span><\/p>\n<\/li>\n<\/ol>\n Blue Plaques. <\/b>Ken recommended liaison with Shaftesbury Civic Society as they had recently erected plaques around the town.<\/p>\n<\/li>\n Civic Design Award Scheme.<\/b> There was a need to chase BCP Council.<\/p>\n<\/li>\n Westover Road Aviary. <\/b>The Society, as agreed in January, would donate \u00a32,000 in memory of Keith Barnes \u2013 Ken and Peter to progress.<\/p>\n<\/li>\n Queens Park Bench.<\/b> Ken and Peter would deal with the Bench, Ken had contacted BCP Council again.<\/p>\n<\/li>\n Charminster Tram Shelter.<\/b> Need to consider making a donation to assist Charminster Community Action Group with their restoration and planting up of this heritage feature.<\/p>\n<\/li>\n<\/ul>\n Planning. <\/b><\/span>See John Soane\u2019s written reports for June:<\/p>\n<\/li>\n<\/ol>\n 8a Wharfdale Road. <\/b>A plan to build a two to nine storey block of 46 flats on large site in the vicinity of Wessex Way and Queens road. The block would be very large in comparison with the small houses at the entrance to Wharfdale Road. The Society considers that it should be replaced with a less massive and more sensitive design and that this application should be refused.<\/p>\n<\/li>\n 178 Cranleigh Road. <\/b>An application to build two detached houses on a triangular site at the junction of Cranleigh and Merrivale Roads. The Society is happy with the proposed design but considers that there should be one house only and the application should be refused.<\/p>\n<\/li>\n 4 Talbot Avenue. <\/b>An application to construct a substantial two-storey extension to an early 20th<\/sup> Century family house to create new flats. This is in the Talbot Woods Conservation Area. The Society considers that this would threaten the existing unique series of fine houses and gardens and should be refused.<\/p>\n<\/li>\n 6 St Michael\u2019s Road. <\/b>An application to create a mezzanine flat roof at the rear of the baroque former Conservative Club. Although this is in the West Cliff and Poole Area the Society considers that the visual appearance of the historic building is not threatened and the application should be allowed<\/p>\n<\/li>\n 718 Christchurch Road. <\/b>An application to build a two-storey extension to the rear of a late 19th<\/sup> Century retail\/residential structure. The society considers that this should be allowed as it complies with the townscape policies of the Council<\/p>\n<\/li>\n 31 East Way. <\/b>An application to build a house to complete an existing terrace. The new house would be in the same style as the others and should be allowed.<\/p>\n<\/li>\n 2 Oban Road. <\/b>An application to build a modern family house on a new site The Society thinks the design would be inappropriate in the Arts and Crafts Talbot Woods Conservation Area and should be refused.<\/p>\n<\/li>\n 9-11 Upper Norwich Road. <\/b>An application to build a three-four storey block of flats to replace a number of smaller semi-detached properties. The Society considers that the basic mass and design would fit well with neighbouring properties but that it should be deferred pending redesign and compliance with the townscape policies.<\/p>\n<\/li>\n New Westcliff Hotel. <\/b>An application to build a five \u2013storey block of 22 flats on the site of the existing hotel which lies in the West Cliff and Poole Hill Conservation Area. The Society considers that there should have been more provision for parking but accepts that the demand for hotel rooms has declined and therefore this application should be allowed.<\/p>\n<\/li>\n<\/ul>\n 3 Corhampton Road. <\/b>An application to replace an inter-war detached house with a two-storey block of five flats. The footprint would be 25 to 35 per cent larger than that of the house and out of scale with surrounding buildings. The plan does not comply with the Council\u2019s townscape policies and should be refused.<\/p>\n<\/li>\n Glen Fern Multi-storey Car Park. <\/b>A provisional and incomplete plan to replace the 1970s commercial, hospitality and car park buildings with hotel, residential, leisure and entertainment facilities. An open meeting to observe the plans will be held from 2pm on 8th<\/sup> September at the Russell Cotes Museum.<\/p>\n<\/li>\n Master Plan for Boscombe Town Centre.<\/b> <\/b>The Society approves, in principle the Council\u2019s master plan for Boscombe Town Centre and believes that it represents the last chance to improve substantially and in a restrained fashion the residential and retail structures of Boscombe<\/p>\n<\/li>\n<\/ul>\n Planning Board . <\/b><\/span>There were meetings on 11<\/span>th<\/span><\/sup> and 19<\/span>th<\/span><\/sup> August at which plans for <\/span><\/p>\n<\/li>\n<\/ol>\n Hicks Farm and the extensions at Bournemouth School were agreed.<\/span><\/p>\n\n
