Minutes of a Meeting of the Committee held at 18 Sandbourne Road<\/strong><\/p>\n

at 2.00pm on Monday 28th<\/sup> October 2019<\/strong><\/p>\n

Present:<\/strong> John Barker (President<\/em>), Ken Mantock (Chairman), <\/em>Jean Bird (Vice Chairman), Elaine Cooper, Sally McGrath (Membership<\/em> Secretary<\/em>), Beryl Parker (Social Secretary), <\/em>John Soane (Built Environment Officer, <\/em>Paul Newsome (Minutes Secretary) and <\/em>Phil Stanley-Watts.<\/p>\n

\u00a0<\/em><\/p>\n

\u00a0Apologies:<\/strong> Hilda Brownlow and James Weir (Heritage and Conservation Officer).\u00a0 <\/em><\/p>\n

\u00a0<\/em><\/p>\n

Presentation.\u00a0 <\/strong>Simon Black of Summit Developments assisted by members of his team explained the revised scheme for the Richmond Gardens site.\u00a0 This comprised 211 apartments in four blocks with a mix of studios, one, two and three-bed flats all available for rent (none to be sold).\u00a0 There would also be an additional half deck on the adjacent car park for the use of tenants.\u00a0 The committee considered this to be a big improvement on the original scheme (which was still awaiting a decision in the appeal process) and gave their support in principle, subject to sight of the final plans submitted to the Council<\/p>\n

  1. The minutes for the meeting held on 29th<\/sup> July were agreed.<\/li>\n<\/ol>\n

    1. Matters Arising from the Minutes:<\/strong><\/li>\n<\/ol>\n

      • Membership and Raising the Profile of the Society. <\/strong>Completion of the Civic Voice<\/li>\n<\/ul>\n

        \u2018toolkit\u2019 to be done at a future committee meeting<\/p>\n

          \n
        • Bournemouth University Graduate History Project.<\/strong>\u00a0 The legacy work needed to be<\/li>\n<\/ul>\n

          put on the website \u2013 it was now ready for review (John B volunteered to do this) then<\/p>\n

          up on website and use at exhibitions and wider distribution.<\/p>\n

          • The Society\u2019s 50th<\/sup> Anniversary in 2022.\u00a0 <\/strong>The sub-committee (Ken, Beryl, Elaine,<\/li>\n<\/ul>\n

            Hilda, Jean and John S) needed to arrange a meeting to discuss ideas.<\/p>\n

              \n
            • 1920s Postcards.\u00a0 <\/strong>The postcards had now arrived from Brisbane, they need to be digitalised and uploaded to the website and then passed to Bournemouth Libraries for retention pending the establishment of a Bournemouth Museum. The Echo would be<\/li>\n<\/ul>\n

              kept informed as this was an interesting \u201cgood news story\u201d.\u00a0 Alwyn Ladell would load<\/p>\n

              them to his Flikr page. Ken was seeing him after this meeting to progress this.<\/p>\n

              • BNSS Victorian Heritage Day.\u00a0 <\/strong>David Bird represented the BNSS\u00a0 and John Soane<\/li>\n<\/ul>\n

                the Civic Society at this event.<\/p>\n

                  \n
                • Russell Cotes Museum.\u00a0 <\/strong>Fliers have been distributed for up coming events.<\/li>\n
                • Whites Farm.\u00a0 <\/strong>John S would check the plans<\/li>\n<\/ul>\n

                   <\/p>\n

                  1. Built Environment. <\/strong><\/li>\n<\/ol>\n
                      \n
                    • Wessex Fields.<\/strong> The judicial review was disallowed and the Council is now revising<\/li>\n<\/ul>\n

                      the scheme.\u00a0 Construction of the first section into Wessex Fields was on-going<\/p>\n

                        \n
                      • Surfing Lagoon. <\/strong>No news on the inland surfing lagoon other than it has been not entirely well received since contrary to local and regional planning policies but there is now a plan for a coastline reef at Hengistbury Head which appears equally as ill-<\/li>\n<\/ul>\n

                        suited.<\/p>\n

                          \n
                        • Southbourne Heritage Forum. <\/strong>The appeal in respect of the Renaissance flats had<\/li>\n<\/ul>\n

                          been deferred to 7th<\/sup> January and lots of work continued to protect local heritage buildings and open spaces. We would continue to support the Heritage Forum\u2019s work<\/p>\n

                          and let BCP Council know of this through the meetings with Caroline Peach.<\/p>\n

                          • Winter Gardens. <\/strong>The revised scheme would shortly go to the Planning Committee<\/li>\n<\/ul>\n

                            with a \u00a0recommendation to approve.<\/p>\n

                             <\/p>\n

                              \n
                            1. Heritage and Conservation.<\/strong><\/li>\n<\/ol>\n
                                \n
                              • Regent Cinema. <\/strong>James had noted that revised plans had been received and accepted by the Council that were a step in the right direction but still not supportable. It was questioned why the Council had not rejected the previous<\/li>\n<\/ul>\n

                                plans rather than accept their substitution.<\/p>\n

                                  \n
                                • Hicks Farm<\/strong>. Concern was still felt towards the plans for Hicks Farm and their<\/li>\n<\/ul>\n

                                  impact on the Conservation Area.<\/p>\n

                                    \n
                                  • Former URC Church, Southbourne Road. <\/strong>Plans for houses and access on to<\/li>\n<\/ul>\n

                                    the former burial ground had been refused by the Council. This was welcomed.<\/p>\n

                                      \n
                                    • Palace Court Theatre. <\/strong>Bournemouth Little Theatre continuing to celebrate its\u2019 centenary with a nostalgic visit to the Theatre on 16th<\/sup> November including a talk by James.<\/li>\n<\/ul>\n

                                      \u00a0<\/strong><\/p>\n

                                      1. Planning.\u00a0 <\/strong>See John Soane\u2019s report:\u00a0 <\/strong><\/li>\n<\/ol>\n

                                        • 102 Watcombe Road. <\/strong>Application for a 2 storey extension was acceptable to<\/li>\n<\/ul>\n

                                          the Bournemouth Local Plan \u2013 support.<\/p>\n

                                          • 58 Charminster Avenue. <\/strong>The plan to convert a two-storey family home into<\/li>\n<\/ul>\n

                                            five flats was contrary to the townscape policy of the Local Plan – refuse<\/p>\n

                                              \n
                                            • 99 Columbia Road. <\/strong>The application to build a bungalow at the rear of a<\/li>\n<\/ul>\n

                                              dwelling house did not meet the policies of the Local Plan – refuse<\/p>\n

                                                \n
                                              • 217 Holdenhurst Road. <\/strong>A plan to convert a semi-detached property into six<\/li>\n<\/ul>\n

                                                flats failed to meet the townscape policy of the Local Plan \u2013 refuse<\/p>\n

                                                • 8 Bradpole Road.\u00a0 <\/strong>The application to make internal changes and a two-storey<\/li>\n<\/ul>\n

                                                  addition to a house (on adjacent vacant land) should be allowed.<\/p>\n

                                                    \n
                                                  • 116 Carbery Avenue. <\/strong>The application for a narrow side extension should be<\/li>\n<\/ul>\n

                                                    deferred pending re-design of the fenestration<\/p>\n

                                                      \n
                                                    • 193 Redhill Drive. <\/strong>This plan to build a new dwelling house on a corner plot<\/li>\n<\/ul>\n

                                                      should be deferred as the plot is too small for the proposed development.<\/p>\n

                                                        \n
                                                      • 4 Herbert Road. <\/strong>The application is to build a two\/three-storey extension on to a 19th<\/sup> Century residence to create five flats, it failed to meet the townscape policies<\/li>\n<\/ul>\n

                                                        of the Local Plan and should be deferred.<\/p>\n

                                                          \n
                                                        • 22 Truscott Avenue. <\/strong>The application is to build a small house on the site of a disused garage \u2013 it is too large for the site and should be refused.<\/li>\n<\/ul>\n
